Job overview

An exciting opportunity for a Commissioning Manager post has arisen within the Office of the West Midlands (OWM) Primary Care Commissioning Team.

The OWM has been established to support the 6 Integrated Care Boards (ICBs) across the West Midlands to support the ICBs to deliver delegated responsibilities, including those for General Medical Practice, Pharmacy, Optometry and Dental services.

The Office for the West Midlands (OWM), is hosted by Birmingham and Solihull ICB, as the employing body, but the team supports the following ICBs:

Ø Black Country

Ø Birmingham and Solihull

Ø Coventry and Warwickshire

Ø Herefordshire and Worcestershire

Ø Shropshire and Telford and Wrekin

Ø Staffordshire and Stoke on Trent

The Commissioning Manger post will be responsible for providing premises and contract advice and support to ICBs and Contractors on General Medical Practice. The postholder will be the designated operational lead for General Medical Advice and Support Team (GMAST) with responsibility for ensuring that the GP delegated functions are delivered effectively and efficiently.

Main duties of the job

The successful candidate will be:

  • Providing support into GMAST to ensure that statutory, regulatory compliance and NHS requirements are met which include those GP delegated functions of ICBs.
  • Leading and managing a team overseeing and ensuring that day to day operational delivery of GMAST functions and processes continues in an efficient manner.
  • Able to work as part of a dynamic team in delivering an effective commissioning and contract management, supporting managers and staff across GP premises and contracting functions.
  • Familiar with the processes associated with the General Practice rent reviews.
  • Able to demonstrate excellent organisational skills and an attention to detail that is reflected in verbal and written communication.
  • Leading the team in the delivery of GP delegated functions, allocating tasks as appropriate, identifying risks, issues and dependencies, considering best practice and ultimately making decisions in the best interests of delegated commissioning and contracting functions.
  • Pro-actively manage stakeholders, respond to and resolve conflict when this arises through facilitation or other appropriate mechanisms.
  • Work with the ICB to identify opportunities to transform services to improve quality and outcomes.

Person specification

Education / Training / Qualifications

Essential criteria
  • Educated to masters level or equivalent level of experience of working at a senior level in specialist area.

Knowledge and Experience

Essential criteria
  • Extensive knowledge of commissioning relevant NHS services
  • Extensive knowledge of specialist areas acquired through post graduate diploma or equivalent experience or training plus further specialist knowledge or experience to master’s level equivalent
  • Knowledge and experience of the NHS Premises Costs Directions 2013 and leases
  • Experience of undertaking rent reviews with a proven understanding of the NHS appeals process
  • Have an appreciation of the relationship between the Department of Health and individual provider and commissioning organisations
  • Experience of managing and motivating a team/virtual team and reviewing performance of the individuals
Desirable criteria
  • Have an understanding of the background to and aims of current healthcare policy and appreciate the implications of this on engagement
  • Experience of identifying and interpreting national policy
