Responsible to develop and maintain a safe and secure environment to allow the provision of high quality healthcare.
Work within an acute hospital environment, the role will require the advice of the Local Security Management Specialist function to inform Senior Trust Managers of security risks, and support incidents, which may inform future policy and procedures.

Act as the Trust Security Professional/Local Security Management Specialist (LSMS).
Responsibility for annual revenue budget of circa £1.2 million within delegated financial limits and in accordance with the Trusts Standing Financial Instructions. Authorise payments to contractors and suppliers using the Trust processes within approved budgets.
Check and process monthly contractor invoices, agreeing allowances in the funding for extra guarding as required.
Advise and draft new security related strategies, policies and procedures/SOPs.
Ensure policies are well known, championing roll out and provide induction training.
Support development of E learning modules.
Provide line management for the Deputy Security Manager.
Undertake regular performance reviews with key in-house and contracted provider arrangements, reviewing KPI's, identifying training needs, including ensuring that inductions and Trust Mandatory training courses are completed; ensuring that any performance issues are dealt with in an appropriate and timely manner, and that appraisals are undertaken on an annual basis with parodic reviews throughout the year as appropriate.

Detailed job description and main responsibilities
Responsible for the ID/access control system being operated by the ID badge team.
Responsible for ensuring the risks associated with the areas of responsibility are placed on the Trusts Risk Management and Incident Management System and are regularly reviewed and mitigated to an acceptable level as per Trust Risk and Incident policies.
Communicate with all levels of staff across the organisation, ensuring that complex information is communicated in an easy to understand way to staff who are not specialists.
Support and communicate advice and information to the Patient Safety Tam, Safeguarding Team, Health and Safety Team and clinical leads around. internal matters.
Communicate to a variety of external organisations, NHS England, contractors, Police, Court services and authorities on a daily basis or as required to ensure that legal, safety and reputational requirements are progressed in accordance with agreed corporate objectives.Respond to FOIs in line with Trust procedures in a timely manner.
Attend Police Liaison and local security forums representing the Trust.
Produce regular repots using the Trusts IT systems.
Report and present monthly on the safety, compliance, performance and financial status of security arrangements and provide other updates as required by management, Health and Safety and other governance committees. If required produce any reports to Execs/TME or Trust Board.
Manage both the revenue budget and any associated capital improvement and replacement schemes, including contingencies and risk sums, to ensure that the Trust and any tenants receive value for money.
Responsible for the preparation of funding bids, business cases and for the installation of specialist assets and systems required of the security service.
Support PAM, PLACE and ERIC information submissions.
Contribute to the directorates budget setting and operating plans.
This role involves prioritising and being able to react to changing workloads.
Deputise for line manager as required.
Lead on work within the Trust to reduce and address non-clinical related violence and aggression against staff.
Promote a culture where all staff are encouraged to report and be supported when they witness or are victims of any act of violence.
Investigate and seek sanctions against the perpetrators of violence and aggressive acts against staff- support staff in pursing incidents with the Police as appropriate.
Advise and support the Trust Violence Reduction agenda.
Investigate security incidents/breaches in a fair objective and professional manner.
Be able to obtain, review, qualify and submit CCTV evidence where necessary within a management investigation or criminal/suspect case.
Support desk top MAJAX/MI events.
Advise project teams on capita developments and service changes.
Plan periodical and scheduled site inspections/audits on sites where all Staff and OUH services are provided.
Draft tender specification documents where necessary.
Implement a programme of new service requirements.
Horizon scanning for future imitative and technologies for adoption.
Attend monthly contract meetings.
Manage and ensure the successful delivery of contracts and projects within an acute hospital environment, managing conflicting demands whilst minimising any potential disruption to patients, staff and visitors. Review and advise on any reports from PFI providers.
Work with the Communications Team, develop communication plans for initiatives, setting out what is to be communicated.
Exchange and communicate sometimes complex or contentious information internally and externally with specialists and non specialists.
Receive and provide classified, highly sensitive and highly complex information for analysis and action.
Provide Local Security Management (LSMS) advice to other staff, directors and senior management of the Trust.
Make judgements on a range of professional matters involving complex facts, requiring analysis, interpretation and comparison of options.
Carry out all aspects required of the role with complete professionalism.
Act responsibly at all times with total awareness and appreciation of duty of care as a Trust employee and as an individual.
Work in accordance with the requirements of CQC Regulation 15 of the Health and Social Care Act, NHS Estates Standards, British Standards, all Statutory Regulations, Codes of Practice and Trust Policies and Procedures.
Act on own initiative and advise senior staff of implications of technical issues when attending sites.
Person specification
Essential
Essential criteria- Educated to Degree Level in Risk and Security Management, NVQ 5, Police service or equivalent experience
- To attain membership and/or accreditation to any relevant security healthcare or Health & Safety institutes, ie NAHS, IHEEM, HEFMA, etc within 1st year.
- NHS LSMS
- Local Security Management Specialist including ability to analyse and action serious threats from Counter Terrorism.
- Specialist knowledge in security management and understanding of Estates Terminology
- Experience and knowledge of working within a Safeguarding and Clinical environment.
- Knowledge of the Secretary of State Directions on security management and the protection of NHS staff from violence and abuse and the related supporting documentation.
- Proven experience in managing people and budgets
- Expert knowledge and significant experience of security, criminal and civil related law enforcement especially relating to protection of people and property.
- Expert knowledge in CCTV and BWV management, review and further development
- Experience of health and safety legislation in relation to protecting staff from violence and abuse.
- In depth knowledge of current social, political environment and government security threat status.
