About the Team:

Environmental Services manages waste and cleansing services including Commercial Waste, Pest Control and Ancillary Services to Lambeth residents. The Commissioning and Performance team within Environmental Services provides project management, policy advice, procurement, data management and communication and outreach services.

The teams work together to provide an excellent and cost effective service for residents while encouraging and enabling them to recycle as much as possible. This has led to Lambeth being one of the top inner London boroughs for recycling.

About the Role:

The post holder leads and manages a diverse team of commissioning specialists in developing, establishing and maintaining strategies for the delivery and continuous improvement of services in line with good practice, Council policies and budgetary constraints and to develop service arrangements to reflect best value requirements and changes in legislation and other relevant factors

The Commissioning and performance manager leads on the development, management and continuous review of relevant policies, strategies and implementation plans, including the Council’s overarching Waste Management Strategy and Reduction and Recycling Plans; advising senior leadership and key Members on proposals and progress.

To be considered for interview, a supporting statement MUST be submitted with your CV, clearly evidencing the following:

  • Detailed knowledge of the strategic challenges facing local government
  • Knowledge of key national issues & programmes relevant to client group, environmental services and waste management and cleansing in particular
  • Experience of commissioning and procuring complex projects or services in a public sector setting
  • Experience of developing policies and procedures relating to environmental services and waste management in particular
  • Experience of using management information, needs assessment for commissioning performance management and monitoring and review reporting.
  • Experience of financial management including managing budgets effectively
  • Experience of service development, options appraisal and system change using demonstrable programme management skills
  • Experience in managing staff and their development
  • Education to degree level or equivalent.
