The DSCIS mission is to train and educate information and communications engineers, technicians and operators in order to meet the requirements of Defence and needs of trainees now and into the future.

The DSCIS Technical Equipment, Software, Licensing Acquisition - TESLA appointment will work as part of a team of 8 staff that form the Portfolio Management and Resource (PMR) group within HQ DSCIS. The purpose of the PMR is to cohere the modernisation of training for DSCIS and assure allocated resources.

The TESLA appointment will work to a Royal Signals Lt Col (OF4) and may have line management for one appointment within the team. Key tasks are to act as the Procurement & Commercial lead for CIS Technical Trg Equipment & Licenses and Support in the management of the DCTT Definition Cycle Portfolio process and delivery – specifically technical procurement and commercial advice.

This position is advertised at 37 hours per week.

Job description

Key Tasks and responsibilities:

You will manage funding and requisitions aligned to the LTEP Business as Usual (Ba U) fund and provide timely collation of AP0-13 spend reports. Manage the appropriate digital recording and administration of spending and requisitions for goods throughout the FY, IAW JSP 332 LVP, JSP 895 Purchasing and Payment and JSP 441 Info, Know, Dig & Date in Def policies.

You will be the focus lead for acquisition and purchase of technical trg equipment, IT, software and licenses through the mandated MOD platforms and R2M’s such as - CP&F / EPC and Enabled Contracts IAW the training services procurement strategy and action plan using the relevant policy and processes.

This includes the management and control of business unit activity.

You will support the review and approval of DCTT Def Cyc business cases for Quality Assurance matters and any pertinent TESLA SME requirements ensuring adherence to the DCTT CIS Strategy, HQ DSCIS Training Transformation aspirations, JSP 604 Defence Manual of CIS and JSP 940 Quality Assurance, targeting Vf M and compliance.

You will be responsible for the management of the TESLA records, finance spreadsheets and databases (both digital and paper format) including daily collation, scrutiny and completion of forms and LVP Bus Cases to ensure the successful approval of requisitions in support to the SO2 TESLA Mgr in accordance with MP 11.2-11.6 and 11.6 Anx A–F.

You will be responsible for the administration and assurance of all electronic purchase card (e PC) orders (within combined commercial and financial letter of delegation), including scrutiny and governance throughout the process and the safe management of government cards and utilisation while ensuring full audit trails and records are accounted for and maintained in accordance with JSP 332 and JSP 895.

You will conduct management of DSCIS Operational Risk and other relevant risk associated with the development and implementation of Projects and Initiative outputs for equipment and software pertinent to TESLA business IAW DSCIS policy and JSP 892 Risk Management.

You will be expected to prepare, maintain, and progress own PAR including all actions in keeping with duty-bound responsibilities (i.e. absence and personal information).

You will be expected to undertake both mandatory, skill gap training and personal development.

A good communicator able to explain complex information in a clear and easily understood way to different audiences.
You'll be required to be both proactive and reactive to modernisation initiatives within HQ DSCIS Portfolio Management and Resources (PMR) Team.

The PMR staff consists of technical, digital, resource management, P3M skilled, qualified and experienced personnel (SQEP) and you will be expected to contribution to the required SQEP throughout the team with existing SQEP and a commitment to develop your SQEP through continuous professional development.

Where business needs allow, some roles may be suitable for a combination of office and home-based working. This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments.
