Introduction

The Property and Asset Strategy team plays a crucial role in the strategic development and management of the Parliamentary Estate. They lead the integration of property and asset management approaches, ensuring effective lifecycle management of the Estate's buildings and infrastructure.

Working across diverse specialisms, the team provides expert technical advice and collaborates with internal and external stakeholders to uphold the historic and functional significance of the Estate.

The Role

The Town Planner will provide vital Historic Building and Town Planning expertise across the Parliamentary Estate, including the iconic Palace of Westminster. Working closely with project teams and external bodies, the role involves advising on listed building consent, heritage impact, and town planning matters.

As a key point of contact for town planning and listed building consent, you will support project teams, negotiate with statutory authorities, and manage the preparation and submission of planning applications. Your ability to liaise with stakeholders, conduct research, and ensure compliance with planning conditions will be essential to the success of this role.

Some of the responsibilities for this role include:

  • Providing detailed advice on listed and unlisted buildings to internal stakeholders.
  • Managing planning and listed building consent applications, including submitting and reviewing documentation.
  • Building relationships and negotiating with local planning authorities, Historic England, and other statutory bodies.
  • Conducting research to support planning processes and heritage discussions.
  • Overseeing the discharge of planning conditions and maintaining records across the Estate.

Skills and Experience

To be successful in this role, you will demonstrate:

  • Eligibility for membership of the Royal Town Planning Institute (RTPI) or the Institute of Historic Building Conservation (IHBC).
  • Experience in town planning, historic buildings, and heritage environments, including preparing planning and listed building consent applications.
  • Strong interpersonal skills with the ability to build relationships and collaborate effectively, while promoting equality, diversity, and inclusion.
  • Excellent written and verbal communication skills, with the ability to research, analyse complex issues, and present persuasive arguments.
