An exciting opportunity has arisen for an enthusiastic and dynamic, experienced procurement professional to join our team, working across University Hospitals of Northamptonshire (UHN), which encompasses Kettering General Hospital NHS Foundation Trust, and Northampton General NHS Trust.

The successful post holder will lead procurements for all Strategic Estates projects, carrying out a full end to end procurement service, providing a comprehensive, proactive, efficient and responsive procurement advisory and planning service across your specialised category area.

Developing a category management strategy, that provides commercial benefit and reduces risk consistent with alignment to the UHN Strategies, abiding by Trust specific SFI’s, SO’s, UK legislation.

Responsibility for ensuring rigorous control in the approach to procuring goods and Services. Managing and undertaking complex and high value procurements and associated contract negotiations on behalf of UHN whilst working collaboratively with other NHS colleagues.

The successful post holder will support the development of a strong culture of teamwork, actively supporting a culture of collaboration, flexible cross-team working and a commitment to delivery of a high quality service for all of our customers.

Main duties of the job

Provide a proactive procurement service for a category area, covering both strategic advice and operational support. Be a recognised professional procurement lead for the Trust on high profile, high risk procurements, leading on negotiations of complex, high value contracts.

Development of contract KPIs that evidence value for money through generating non-pay savings in accordance with cost efficiency targets whilst awarding robust compliant, fit for purpose contracts, will be key.

Responsible for developing, implementing, monitoring and reviewing procurement strategies for allocated categories, through detailed demand/market analysis, to ensure continual improvement and innovation in service delivery.

Ensure all procurement activities operate in full accordance with legal (UK legislation), environment and sustainability requirements.

Lead on development and implementation of category strategy to support Group wide procurement strategy.

Lead in the Group working approach, contributing to streamlined processes and documentation across the Group.

To engage Clinicians and Managers in the end to end process for product selection and supply, including demand challenge, transition & implementation planning and development of strategy, tender evaluation, award criteria and ongoing contract management.

The post holder will be ultimately responsibility and accountable for the management of all HR issues within the category management team from recruitment, to disciplinary procedures.

Detailed job description and main responsibilities

Provide a comprehensive, proactive, end to end procurement service, including contract management.

To promote contract compliance across all the stakeholders within the University Hospitals of Northamptonshire.

Attendance and contribution as required to relevant divisional meetings, supporting CIP programmes, significantly contributing to the non pay savings target across the group and the pro-active management of contract expiry dates.

Deputise for Head and Deputy Head of Group Procurement at meetings as required.

Work autonomously on a daily basis, with relevant knowledge and experience to enable this.

Set up and/or work with established product evaluation groups across the Group to evaluate products and fast track product rationalisation decisions.

Education & Qualifications

Essential criteria
  • Educated to Masters level or equivalent level of education, training or experience
  • MCIPS qualified, or equivalent, or have relevant experience in senior procurement role

Knowledge & Experience

Essential criteria
  • Extensive and demonstrable experience in public sector procurement activity, including tendering, contract finalisation and contract management
  • Robust knowledge of Contract Law, UK procurement legislation and procurement procedures.
  • Previous experience of leading a procurement category function
  • Substantial procurement experience in relation to public sector estates and works contracts
  • Substantial experience at a senior level in procurement
Desirable criteria
  • Experience of working within the NHS and an understanding of current issues
  • Good working knowledge of the Provider Selection Regime

Skills

Essential criteria
  • Ability to formulate, implement and review strategies, policies, work plans and performance measures.
  • Ability to plan and deliver a number of concurrent complex and time-critical projects, prioritizing work to achieve deadlines.
  • Effective oral and written communication skills with good presentation skills to board level.
  • Ability to lead, persuade and influence colleagues and service users including clinicians, senior managers and directors.

If you need to have a Disclosure Barring Service (DBS) check, as a requirement of the role, you will be required to repay the cost of obtaining a DBS check (£49.50) and this amount will be reclaimed from your first salary. From 1st February 2019 all new starters to the Trust are required to join the DBS update service as per Trust DBS Re-checking Policy which has an annual cost of £16.

New employees who do not join the update service will be required to pay £49.50 for a new DBS check in 3 years time.

Please note that news starters with KGH are subject to a six month probationary period.
