The Insolvency Service is a leading Government agency which plays a crucial role in providing essential services to the public and to business. The work we do is important to the proper functioning of markets, the economy in general and support for thousands of people each year who are in financial difficulty.

Working closely with the Chief Executive/Accounting Officer and senior leaders, the Corporate Governance Team is responsible for ensuring the Agency demonstrates best practice and complies with the standards set for corporate governance across government.

It oversees the whole of the Agency’s compliance in this regard, its effective management of risks, its appropriate response to possible fraud and error, and its overall stewardship of public funds, and seeks to deliver excellence in corporate governance.

The Corporate Governance Assurance and Analyst Lead will work with a wide variety of teams across the Insolvency Service and will be involved in the proactive management of strategic risks and challenges directly facing the organisation. This includes being the lead on the collection and analysis of relevant intelligence from multiple sources within the assurance landscape and the Agency, to inform the audit universe planning and advice to the Accounting Officer.

Lead on high profile and complex audit reviews, to a high standard, conducting thorough enquiries and producing clear and focused recommendations and accurate findings in report form and verbally to management and the Executive.

Undertake deep dives, as directed, and requested by the executive and Audit and Risk Assurance Committee.

Build relationships with members of the executive and their staff who are under their scrutiny.

Responsibilities

The successful candidate will have the following responsibilities:

Specific Responsibilities
  • Lead on the development and maintenance of strong knowledge and understanding of effective governance, using the three lines of defence model.
  • Lead on the collection and analysis of relevant intelligence from multiple sources within the assurance landscape to maintain and manage the Agency’s Assurance Map and to inform the audit universe planning.
  • Lead on the analysis and management of governance performance data to identify threats and weaknesses.
  • Lead on identifying and delivering opportunities to improve the effectiveness and efficiency of good governance within the team and cross-Agency.
General Responsibilities
  • Lead on high profile and complex audit reviews, to a high standard, conducting thorough enquiries and producing clear and focused recommendations and accurate findings in report form and verbally to management and the executive.
  • Undertake deep dives, as directed, and requested by the executive and Audit and Risk Assurance Committee.
  • Build relationships with members of the executive and their staff who are under their scrutiny.
  • Lead on, and work collaboratively (professionally) in, team intensive activities.
  • Provide expert advice and guidance on legal aspects of corporate governance and prepare the Agency's annual governance statement and governance components of the Agency’s annual report.
  • Actively maintain knowledge and awareness of technical and legal developments in public sector governance.
  • Understand, demonstrate and apply investigative approaches to solicit information, probing, inference etc.
  • Line Management of more junior colleagues.
  • Contribute to and participate in training and development activities to support the continuing professional development of Corporate Governance Officers and support staff.
  • Actively participate in Corporate Governance Team meetings, activities, and development.
