Operational Management/General Deputise for the Care Group Manager Responsible for the delivery of the supporting the Care Group corporate services, in accordance with organisational governance arrangements, and statutory compliance requirements.
Responsible for the efficient management of the departments, ensuring timely and appropriate decisions to deliver quality patient care within the resources available. Work closely with the departments lead professional managers in ensuring that their individual operational plans are consistent with corporate objectives and priorities and ensure that individual priorities are determined within the Surgery Care Group.
Develop and operate performance management systems for the effective and efficient use of resources in accordance with Trust policy. To interpret National and Trust policies in order to translate into deliverable action plans and to influence and propose changes to local departmental policies.
Ensure effective and timely communication with all staff throughout the department. Setting and encouraging the achievement of standards of excellence in managerial practice and leading the promotion of a management ethos in which high standards of performance and quality care are the 'norm'.
Promoting a culture within the department which is underpinned by open-communication and team working across disciplines. Responsible for delivery of major organisational and service delivery change across operational, professional and/or organisational boundaries.
This could include reshaping the work and the workforce and managing all associated change management processes, including staff engagement, consultations and implementation. Planning Actively influence the development of strategic and operational plans and priorities.
To ensure that service developments are anticipated and planned in line with the Trusts strategic direction and process. This includes the development of longer-term changes that impact across the Trust and healthcare system. Ensure the development of an annual business plan in accordance with national and local guidance, which reflects/supports national and local plans and objectives that provides modern 'designed' patient care responsive to the needs of service users.
Responsible for the departments rolling capital planning process, ensuring that capital assets are managed effectively. Working in accordance with the Trusts Operational Plan and Capital Framework. Prepare business cases to support long term strategic service changes/developments in accordance with National and local guidance e.g. NHSE/I priorities to Trusts for long term service change and reconfiguration including major capital developments.
Planning and implementing operational arrangements for achieving departmental and Trust targets in relation to standards and quality of care and activity. Support the Trust finance and contract teams in the production and agreement of service contracts and capacity planning profiles with commissioners and stakeholders.
Lead discussions/negotiations with commissioners in respect to the strategic development/change of service specific areas. Devise and implement objectives for each clinical area, sub speciality and provide performance management support to monitor achievement and respond to the departmental and Care Group performance review.
Input as required into national committees and debates to develop strategy. Commission, sponsor and participate in audit and research (clinical and non-clinical) which enhances service delivery and service reconfiguration. Ensure that the department develops and delivers a rolling audit programme as part of the business effectiveness agenda.
Management of Services, Resources, and Policy. Responsible for the delivery of targets at the same time, ensure an effective balance between activity and the Trust wide service improvement agenda. Responsible for the departmental pay budget and associated capital assets, ensuring the department operates within budgets and achieves effective use of resources in order to ensure the department delivers its financial targets.
Develop and maintain robust systems of financial control throughout the department; review and monitor financial performance and hold to account delegated budget holders; ensure that corrective actions are taken to deliver Trust and Departmental financial targets.
Responsible for the departments pay and non-pay budget in the cluster and to support the care group. To Identify and implement cost improvements in order to deliver the Trusts financial objectives. Contribute to the development of corporate and financial management systems.
Collaborating with Service Improvement and Workforce teams, lead and implement major service changes and service redesign, including across organisational boundaries, in order to deliver improved services to users in collaboration with leads.
Be a member of the hospital operational management team, participating in the Manager on-call Rota. Responsible for development, interpretation and implementation of all relevant National and Trust corporate policies across the Department to ensure policy translates into practice.
Responsible for the management of compliment and complaint responses for the Department. Responsible for delivery of regulatory and legislative action plans relating to relevant areas of corporate management. Prepare reports for Board, Care Group Review and Trust Board and other meetings as required.
