The SEND Code of Practice for children and young people (CYP) with Special Educational Needs and Disability (SEND) 0-25 years indicates that partners should ensure there is a Designated Medical Officer (DMO) or Designated Clinical Officer (DCO) to support the ICS in meeting its statutory responsibilities for children and young people with SEN and disabilities.There are discussions at a national level about making this post a statutory requirement.
The post will primarily be a key point of contact and advice for local partners (e.g. Local Authority, Education), professionals, parents and young people have SEN or a disability. Ultimately the aim of the post is to help ensure that children and young people with SEND have their health needs assessed and that they are able to access appropriate services to meet their health needs.
Main duties of the job- To contribute to strategy in the health system in relation to the implementation of the SEND Code of Practice within the Children and Families Act 2014.
- To enable the ICS to undertake its statutory functions for children and young people aged 0-25 years by facilitating a collaborative approach in implementing the required SEND reforms.
- To ensure that children and young people with SEND (aged 0-25) receive the appropriate services to support them to achieve positive outcomes by acting as an expert resource in the health system for information, advice, guidance and support for CYP, families and professionals.
- To advise the ICS on commissioning of services for children and young people with SEND and in particular to notify the ICS of gaps or limitations in service delivery.

Professional Registration
Essential criteria- Registered nurse RN (Child) or Allied Health Professional Member of relevant professional body (HPC or NMC)
Qualifications
Essential criteria- Post graduate diploma or experience to master’s level equivalent in health.
- Evidence of post qualifying and continuing professional development in a relevant area
- Extensive, highly developed knowledge of specialist areas, such as SEND, Learning Disabilities, or other specialist areas.
Experience
Essential criteria- Previous professional experience in a senior children’s services operational, or commissioning, role for children and young people
- Previously responsible for a budget, involved in budget setting and working knowledge of financial processes
- Evidence of ability to work effectively within a team and in partnership with other stakeholders, including across organisational boundaries
- Demonstrable experience in dealing with the public and dealing with sensitive and confidential information.
Knowledge
Essential criteria- Clear understanding of the issues and challenges facing children and young people with special educational needs and disability.
- Must demonstrate understanding and interpretation of The Children and Families Act 2014 and SEND Reforms 2014 and utilise this knowledge to develop and implement procedures and processes.
- Good working knowledge of mediation and tribunal process, including potential attendance at court.
- Understanding of the public sector and knowledge of NHS-funded care packages including those of a complex nature
- Advanced skills for communicating and influencing at an appropriate level with a diverse range of stakeholder including at a senior level
- An aptitude for detail and accuracy within written communications to maintain quality standards
- To lead multi professional, multi organisational groups within the SEND agenda.
- Knowledge of Personal Health Budgets (PHB)

Essential criteria- Ability to attend meetings across the Greater Manchester Footprint
- Must be a car driver with a valid driving licence or have access to transport with appropriate business insurance in order to travel the to meet the needs of the service
