Are you an outstanding Clinical Lead looking for new challenges in your career? We are looking for a Multi- Professional Clinical Lead to join our new Specialist Community Learning Disability Service.

A unique opening has arisen to join the newly formed Service as Clinical Lead. This is an exciting opportunity to join the team as we introduce a new clinical model, offering standard and enhanced pathways provided in community settings, close to people’s homes.

Your expertise will be the driving force for change to ensure high quality care, delivery of health and well-being outcomes for adults with learning disabilities and their families.

The Clinical Lead will be a visible member of the SCLDS Leadership Team, proactively supporting the multi-disciplinary SCLDS to achieve high standards of clinical care delivery across multiple professional boundaries. You will lead and present complex, sensitive, and challenging clinical and professional communication processes that may impact on service users, carers, staff, the team, the organisation, partner agencies and members of the public, where there are barriers to understanding.

The Clinical Lead post is a pivotal position to drive forward the ambitions of the Learning Disabilities transformation programme, developing and delivering on good quality, multi-disciplinary care.

The Clinical Lead will support all aspects of clinical delivery, quality standards, regulation, compliance and patient safety across the multi-professional Specialist Community Learning Disabilities Service (SCLDS).Responsibilities include timely access to services, positive experience and outcomes, the delivery of equitable person centred care and actively working to reduce health inequalities for those we support.

You will be a visible member of the SCLDS Leadership Team, proactively supporting the multi-disciplinary SCLDS to achieve high standards of clinical care delivery across multiple professional boundaries. You will be Responsible for Multi-professional Quality, Safety, Clinical Risk, Strategy, Transformation and Planning.

The Clinical Lead will work with Clinical Directors, Senior Managers, and Professional Leads to develop and implement the clinical strategic & transformational developments in SCLDS and, with other colleagues, more broadly in SHSC and the wider system.

The Clinical Lead will work closely with the Senior Responsible Officer leading improvement work across South Yorkshire on Stopping over medication of People with Learning Disability (STOMP) and The Learning Disability Mortality Review (LeDeR).

Detailed job description and main responsibilities

The Clinical Lead will:

  • Share senior leadership and clinical management responsibly, as detailed above, for all aspects of clinical quality, performance, standards, regulation and delivery with the General Manager and Lead Nurse [or equivalent roles].
  • Share Leadership of the development and delivery of care in SCLDS with the General Manager and Lead Nurse in relation to embedding the principles of the Clinical and Social Care Strategy, i.e., care that is person-centred, trauma-informed, evidence-led and strengths-based.
  • Be a visible advocate who leads the strategic clinical development of the SCLDS across all the professional teams in SCLDS which best serve those who access and are supported by the SCLDS.
  • To ensure SCLDS staff behaviours and attitudes reflect Trust vision and values and create a culture where these values can thrive.
  • Share responsibility with the General Manager and Lead Nurse [or equivalent roles] for achieving high standards of care; clinical governance; high operational performance; sound financial management; and improving productivity.
  • Ensure optimum use of people and other resources and challenge where a more cost effective, clinically safe option is available.
  • Responsible for the delivery and implementation of clinical governance, continuous quality improvement, clinical safety, and clinical benefits delivery.
  • Work with colleagues to develop a culture of person-centred care, co-production, continuous improvement, leadership for improvement and team-based quality assurance.
  • Promote equality of opportunity in service delivery and employment, ensuring that no person receives less favourable treatment than another on the grounds of their protected characteristics.
  • Work with the General Manager and Lead Nurse [or equivalent roles] to ensure effective management of public resource in line with commissioned requirements.
  • Ensure genuine partnerships with service users and carers/families and other statutory and non-statutory organisations/groups are in place to continue to transform and develop services as required.
  • Ensure compliance with relevant legislation, notably the Mental Health Act, Human Rights Act and Mental Health Capacity Act, and also the Health and Social Care Act and the Data Protection Act within SCLDS.

Person specification

Knowledge and Skills

Essential criteria
  • Active senior clinical practice.
  • Competent in implementation of robust clinical governance arrangements that demonstrate “Floor to Board” assurance.
  • Thorough understanding of the relationship between quality and efficiency, including Cost Improvements, and Quality and Equality Impact Assessments.
  • Ability to work with multiple professionals in pragmatically solving problems
  • To lead and present complex, sensitive, and challenging clinical and professional communication processes that may impact on service users, carers, staff, the team, the organisation, partner agencies and members of the public, where there are barriers to understanding.

Training and Qualifications

Essential criteria
  • Degree level (or equivalent) professional qualification, e.g., Nursing, Psychology, Psychological Therapy, Allied Health Professional and Social Worker
  • Registered with a relevant professional regulatory body, with a Licence to Practice or equivalent as appropriate.
  • Management and leadership training or Relevant qualification
Desirable criteria
  • Postgraduate Degree level (or equivalent) professional qualification in the field of Learning Disability or Mental Health.

Experience

Essential criteria
  • Extensive post qualification experience of working within Learning Disabilities.
  • Experience of senior clinical leadership, working within and between teams and organisations.
  • Experience of developing and delivering person-centred care within an evidence-based framework.
