The postholder will work alongside the Integrated Commissioning lead and Senior Integrated Commissioning Manager to facilitate the development, delivery and oversight of the totality of the statutory commissioning function in line with the ICB Operating Model.The postholder will also be required to work collaboratively across directorates within the ICB, specifically with Planning, Performance and BI, Contracting, Finance, Strategy and Development, Quality, Primary Care, Digital, Workforce, Medicines Optimisation and Service Improvement to ensure that the Commissioning Cycle is embedded across the organisation.
The post holder will need to build and maintain constructive working relationships with internal and external stakeholders, including but not limited to:- Internal ICB staff including managers, colleagues, and senior management as appropriate.
- ICS partners, including portfolio leads, Local Authorities and Provider and Place Collaboratives.
- Non-NHS organisations.
- Members of the public and service users as appropriate.
- Matrix work across all other teams to address interdependencies and ensure alignment of mutual objectives.
- External consultancy, as required.
- Provide day to day support to the commissioning team working with the Integrated Commissioning Lead to develop and embed the Commissioning Cycle and prioritisation process within the ICB and
- Demonstrate commissioning skills with a specific focus on commissioning for person centred care and use of the PHM approach to develop and embed outcome-based commissioning across all speciality areas.
- Detailed working knowledge of the Better Care Fund arrangements with responsibility for undertaking the annual refreshes and submissions, coordinating across the ICB and Local Authorities.
- Responsible for all monthly and quarterly returns of the BCF ensuring coordination and sign off by responsible officers.
- Responsible for writing required reports to the relevant Health and Wellbeing Board, Place Boards, Health Overview and Scrutiny Committees and ICS Committees ensuring sign off by responsible
- Responsible for the collation of papers and items for the BCF Boards and Integrated Commissioning Group.
- To provide a facilitation and support role to Integrated Commissioning events and sessions including taking actions notes and providing programme support.
- Good programme support and organisational skills.
- Good analytical skills across health and social care.
- Knowledge of Local Authority and Health commissioning and understanding of the differences.
- Ability to work in an integrated way across health and social care including recognition of the role of coproduction with residents and service users.
- Solid relationship building skills and ability to work closely with Place and Provider Collaboratives and the Strategy and Development Team.
- Ability to support procurement projects.
- Support the development of Financial Improvement Plans in relation to commissioning.
