Reporting to the Head of Clinical Effectiveness (CE) Programme and to the Head of Analytics, and working closely with CE Clinical Leads, the post holder will be responsible for managing the implementation and delivery of the clinical effectiveness programmes data reporting function.
CE will embed systematic improvement processes across NWL, working with Federations and PCNs to support GP practices, help to build a successful ICS and improve health outcomes for residents across NWL. Building on successful models already established in NWL boroughs and elsewhere, the service will bring population health management and learning together to form the basis for personal, organisational and system development, and continuous improvement in outcomes.

The overarching objectives for delivering accessible and robust data and information, are to support: Prioritisation and stratifying quality improvement support to primary care Engagement and empowerment of practices and their PCN representatives to deliver high quality care Evaluation and on-going improvement of the clinical effectiveness programme Duties and responsibilities Working with the Head of NWL CE and clinical leaders to manage the delivery of the NWL CE programmes data reporting system, ensuring it positively supports GP practices and impacts on patient outcomes, and mobilises a NWL wide improvement approach that supports the emerging ICS.

Work across a matrix system to share data reports and information with practices, designed to support quality improvement Communications & Relationships Engage a wide range of internal and external stakeholders in order to facilitate the successful development and delivery of the NWL CE programme Interface with digital improvement programme partners to explore and shape solutions to data analysis and reporting Present and describe dashboards to a range of audiences including at System, Borough, PCN and practice levels Provide and receive highly complex, sensitive or contentious information where agreement or co-operation is required; Present highly complex, sensitive or contentious information to groups Encourage collaborative working to improve services/performance where there may be resistance to change; Presents workshops to large groups of staff as appropriate.

Communicate data and analytics issues in a clear and concise way which would be understandable by lay persons advise, train and support colleagues in the use of data tools (e.g. Excel) and other pertinent data production and reporting software Staff Management and leadership The post holder will be responsible for leading and coordinating the data reporting activities of the clinical effectiveness programme.

Policy and Service Development Proposes changes to and redesigns statistical, information and local managerial policies and procedures which have an impact on other areas, e.g. analytical/statistical lead on cross professional working groups advising on new data collection Keep pace with emerging data/information reporting requirements and policies Required to take part in training courses and participate in service development.Analytical and Judgement Skills Provide highly skilled data processing and analytic support, producing informatics to support general practice teams in quality improvement.

Provide and receive highly complex information; using this to persuade, motivate, negotiate and train others Analyse, investigate and resolve analytical queries and issues or problems, where there may be multiple solutions and differing opinions Support processes of responsive evaluation (a test and learn approach) so that local commissioners and providers understand the extent to which clinical effectiveness is helping to improve the value of care and reduce the inequality of outcomes across NWL Provide advice and recommendations to the NWL CE team and/or external data commissioners in data extraction approaches and reporting requests, ensuring that data reports are effective and meet all specification and governance requirements.

Contribute data to inform academic papers, reports and other commentary as requested by clinical leads and the NWL CE steering group Planning and Organisational skills Develop and manage documentation processes to improve the effectiveness of NWL CE programme Plans projects, prepares plans, strategies, and statistical/information aspects of NWL CE programme.

Contributes to planning and formulation of strategies for NWL CE programme Manage competing demands to deliver an excellent standard across all areas of workAble to think strategically to anticipate and mitigate problems before they arise Information management/resources including any databases used / IM&T responsibilities Design and implement appropriate interrogation and extraction of data, as required for CE reporting, using relevant local systems supported by data collection software and tools Create clinical searches and data extractions, compiling reports from a range of data-sets and systems; ideally with experience of SystmOne and EMIS web.

Reports and data extractions will inform and support: the development of clinical effectiveness clinical guides the identification of areas of focus for quality improvement at NWL, borough and practice levels identification of areas of good practice and learning which can be spread across the system design of clinical support templates within the GP IT systems prioritisation of clinical support to practices effective reporting and evaluation of a NWL CE programme priorities Design clear and engaging quality dashboards that include graphs, diagrams and summary reports which support audiences at System, Borough, PCN and practice level Collaborate with clinical leaders to design tools and templates that support practices to code accurately Record and summarise examples of good practice data analysis and reporting, to inform innovation and service improvement Develops new methodologies for the analysis and/or interpretation of data as appropriate.

Project management Manage borough, multi-borough, and system (NWL wide) clinical effectiveness projects/ work streams Influencing and facilitation skills to support and enable the multi-professional cross-system work of project teams Risk & governance Responsible for identifying and raising risks and implementing mitigations and controls within the CE service, and ensuring that these are overseen by the Head of CE Maintain appropriate data validation procedures and data quality checks Contribute to the information management security aspects of CE data extraction Autonomy/Freedom to act To manage the day-to-day successful delivery of NWL CE programmes and projects To work in partnership with clinical and operational staff to design and oversee the delivery of strategies and approaches that will improve patient outcomes.

To act with minimum guidelines, setting standards for others, establishing how professional and administrative information management policies should be interpreted and implemented. Strategic focus Lead the implementation of advanced information management systems, ensuring seamless integration with existing NHS infrastructure to enhance data accessibility and streamline decision-making processes.

Implement advanced data analytics methodologies for actionable insights, fostering a data-driven culture among the team, with the aim of optimising operations and decision-making processes within the NHS. Operational focus Develop and ensure implementation and compliance of information strategies to enable the effective functioning of the ICB, in a changing environment, responding to both external and internal pressures in line with, and when appropriate, influencing ICB information strategy.

Possesses advanced skills in the MS Office package, with expertise in Excel, Access, and SQL. Advanced experience with SQL Server tools, including SSIS and T-SQL. Competence in utilising Business Intelligence tools, particularly Tableau reporting.
Utilises Statistical Process Charts when appropriate for analysis and understanding. Understanding and application of statistical modelling and forecasting tools. Develops and monitors metrics for various use cases, including operational, inequalities, and performance metrics.
Ensures the development and quality assurance of data and support of Data improvement programmes for local and national datasets. Keep up to date with national guidance, national datasets and local changes. Supports the prioritisation and coordination of requests from diverse stakeholders, providing timely updates on progress.
Analyse complex data and effectively communicates findings to senior managers within the NHS. Provides detailed information and advice to influence organisational policy and decision-making in areas such as Local Delivery Plans, Performance Management, Benchmarking, and Contractual Agreements.
Undertake ad-hoc analysis of highly complex and varied datasets upon request from service managers, often with little prior warning, under pressure to tight deadlines. Responsible for the establishment of systems for the collection of data to support the priorities and programmes.
To work closely with the Analytics leads and to support the evolving priorities of the North West London system and ensure project updates and work priorities are clear. Working with Data operations on understanding data processes and new data or changes to the datasets.
