Responsible for providing expert specialist fire safety advice to the organisation and other associated external healthcare organisations (contracted by service agreement) on all matters relating to people and premises.

Leading a team of specialist fire safety advisors located within the Division of Estates and Facilities to ensure compliance with relevant legislation, regulations, codes of practice, Health Technical Memorandum guidance, Firecode and that the RWT fire policy is implemented and effective.

Designing, developing and delivering an extensive programme of bespoke and general fire safety training to a wide audience base in order to achieve compliance with KPI’s determined by the Trust.

Providing professional specialist fire safety advice both internally and externally (via SLA) to capital project planning, design, construction and commissioning teams.

Main duties of the job

Senior consultant for the interpretation and implementation of Fire Safety Policies and the organisation and management of fire precautions in the Trust’s premises.

To survey and report on the standard of fire safety in all of the Trust’s premises and those areas where Trust staff work, participating in fire risk assessment (which may be part of a multi-disciplinary exercise), advising on matters of risk management relating to fire safety in accordance with HTM 05 Managing healthcare fire safety.

To carry out Fire Risk Assessments as required by the Regulatory Reform (Fire Safety) Order 2005 in complex buildings and maintain records of significant findings.

To liaise with internal and external organisations, planning teams, contractors, local building control and Fire Authority in the specification of fire precautions in new and existing premises including alterations.

To take responsibility for the preparation and delivery of fire safety training programmes for this Trust and other contracted organisations and responding to requests for training from managers.

To provide a Senior Advisory role in respect of monitoring the implementation by others of regular maintenance of firefighting appliances and other equipment, including the checking of fire alarm systems/equipment and maintaining records.

Line Manager to other fire safety staff, responsible for attendance, appraisal ,capability, CPD etc.

Detailed job description and main responsibilities

To advise on fire precautionary measures including the implication of proposed legislation, and recommending the order of priorities.

Principal advisor providing fire safety consultancy support to other external healthcare organisations contracted via SLA’s.

To survey and report on the standard of fire safety in all of the Trust’s premises and those areas where Trust staff work, participating in fire risk assessment (which may be part of a multi-disciplinary exercise), advising on matters of risk management relating to fire safety in accordance with HTM 05 Managing healthcare fire safety.

To provide fire safety training for all staff in healthcare premises in conjunction with Nominated Officers (Fire) and in accordance with HTM 05 - 01 Managing healthcare fire safety and the Regulatory Reform Order 2005, including the organisation of fire drills and the training of staff as appropriate.

Responsible for developing and maintaining a data base of staff training and report on a regular basis to Divisional Directors on staff attendance.

To provide a Senior Advisory role in respect of monitoring the implementation by others of regular maintenance of firefighting appliances and other equipment, including the checking of fire alarm systems/equipment and maintaining records.

Line Manager to other fire safety staff ,responsible for attendance, appraisal ,capability, CPD etc.

Responsible for developing and implementing relevant fire safety policies and procedures for the Trust and other contracted healthcare organisations (SLA’s).

To support the Fire Safety Manager with the preparation of an annual report of Fire Safety for Trust Board.

To keep professionally up-to-date at all times by attending technical seminars, training courses and conferences.

To undertake any training required in order to maintain competency including mandatory training i.e. fire and manual handling.

To contribute to and work within a safe working environment.

Person specification

Essential

Essential criteria
  • Fire Engineering/fire safety knowledge acquired through degree and specialist knowledge through courses completed at ‘The Fire Services College’ and experience to masters level or equivalent.
  • Graduate Member of the Institute of Fire Engineers or similar, at equivalent level.
  • Level 4 Fire Risk Assessment Diploma
Desirable criteria
  • NEBOSH General Certificate
  • Principles in HTM05-01
  • Passive Fire Protection Level 3
  • Level 3 Award in Fire Door Inspection
