Duty Commander - SCC & EPRR
Job overview
The SCC Duty Commander will lead the daily operational management of the SCC and work collaboratively with system partners to take action to improve flow across our system.
The role supports the urgent and emergency care system in driving operational balance, shared risk and guide transformation to improve performance and patient outcomes across the system;- The role supports the business in driving transformation as well as value for money in planning, commissioning and service;
- This role will involve chairing system escalation calls, providing recommendations and gaining assurance over actions to mitigate operational pressure;
- Lead and support the development of our system operational coordination centre and EPRR function and you will bring experience and knowledge of all aspects of operational resilience.
- The role is designed to deliver a consistent operational resilience response for the work programme, using a combination of subject matter expertise and technical skills;
- Specific tasks for the SCC Duty Commander will include but not be limited to:
§ Providing direction and line management to nominated colleagues of the System Co-ordination Centre Team on a day to day basis;
§ Supporting the Head of SCC & EPRR in the implementation of a robust operational resilience offer across the system;
§ Playing a pivotal role in the identification, implementation and resourcing of short-term actions and mitigations within the system for the delivery of improved quality, safety and performance standards;§ Co-ordinating delivery of projects and task & finish groups through relevant workstreams attributed to operational resilience;
§ Attending and chairing necessary meetings, resourcing appropriate clinicians to support or lead project work;
§ Providing appropriate reports and updates as required for both operational and transformational meetings, using a PMO approach for consistency;
§ Developing and assisting in the delivery of activity dashboards to support existing and new opportunities;
§ Assisting in leading the system winter/surge planning process;

Detailed job description and main responsibilities
Operational
Work effectively with a variety of external consultancies working on other projects and programmes within other directorates as required;- Provide and receive highly complex, sensitive and contentious information, presenting information, to a wide range of stakeholders in a formal setting;
- Have the ability to deal with resulting potentially aggressive/antagonistic situations;
- Nurture key relationships and maintain networks internally and externally, including national networks;
- Close liaison with the Communications and Stakeholder team on public relations and marketing activities;
- Apply a structured change management approach and methodology for the impact of any change;
- Deputise for the Head of SCC & EPRR as required, expanding on knowledge, skills and experience within personal professional development
- Oversee team members to deliver the requirements listed above; engaging and liaising with key stakeholders, in particular:
§ Managing the team and driving delivery of a range of business initiatives and projects;
§ Supporting the identification and sharing of best practice;
§ Operating in a highly political and sensitive environment;
§ Supporting the portfolio of initiatives in demonstrating value for money for the current spend through tracking, managing and delivering agreed benefits;
§ Deliver OPEL level action cards;
§ Develop and support the SCC operations;
§ Support reporting to NHSE with regards to system status.
- 2 Project Management
- Lead the operational resilience team in the delivery of project plans, allocating tasks as appropriate, identifying risks, issues and dependencies, considering best practice and current options and ultimately making decisions in the best interest of the project;
- Develop comprehensive and cohesive plans which are consistent with the overall project timetable, meeting the strategic direction of the team and minimising unnecessary disruption to stakeholders involved in the process and are operationally sound;
- Pro-actively manage stakeholders, responding to and resolving conflict between different stakeholders when this arises through facilitation or other appropriate mechanisms;
- Be responsible for a high standard of work supporting the delivery of projects on time, to quality standards and in a cost-effective manner. Maintain the project initiation document and associated plans with regular team meetings to monitor progress and resources;
- Ensure the flexibility of the project if required to meet conflicting/changing requirements;
- Responsible for the planning and organisation of numerous events/meetings. Ensure communication tools are used to their maximum value for circulating the minutes, agenda and presentations in a timely manner;
- Demonstrate effective stakeholder management across different departments and at all levels;
- Support other project managers as and when required;
- Take into account the impact of any change the projects will have on the business and overseeing handover of any products to ensure full ownership and buy-in within the business. Advocate the projects at senior and executive levels and ensure active engagement and sponsorship within the NHS as a whole;
- Ensure that the projects maintain business focus, have clear authority and that the context, including risks, are actively managed in alignment with the strategic priorities of the NHS.

Knowledge/Training
Essential criteria- Educated to masters level or equivalent level of experience of working at a senior level in specialist area.
- Extensive knowledge of urgent care across the patient pathway
- Evidence of continuing professional development
- Must have an understanding of healthcare policy and appreciate the implications of this engagement
Communication skills
Essential criteria- Must be able to provide and receive highly complex, sensitive or contentious information, negotiate with senior stakeholders on difficult and controversial issues, and present complex and sensitive information to large and influential groups
