The Director, Enterprise Services (ES) reports to the Chief Digital Data and Technology Officer within the Home Office and is an integral member of the Digital, Data and Technology (DDaT) senior management team. The Director ES is responsible for developing, implementing and delivering the strategic direction of the Home Office Enterprise-wide IT platforms and ensuring their stability, resilience and performance.

The role is critical to the efficient and effective delivery of all Home Office IT services overseen by DDaT Enterprise Services.

This highly impactful role is responsible for overseeing the appropriate strategy, standards, controls and policies for over 700 of the department’s key IT platforms, including 11 Critical National Infrastructure systems, and their supporting platforms and infrastructure.

This includes the provision and oversight of the Departments IT devices (65,000 Laptops, and 30,000 smartphones). They will drive compliance with HMG policy, standards, regulatory requirements and legislation.

The Director, ES also has overall responsibility for the 24/7/365 operational management and successful sustainment of all Enterprise Services managed IT systems and tools. They will lead a team of approximately 800 Civil Servants and 1,200 contractors, with a budget of £500m per annum.

They will use their extensive knowledge, skills, experience and creativity to build both the technical and talent capability whilst engaging and enhancing supplier relationships, ensuring value for money, and driving efficiencies to deliver a world-class service.

The Director, ES also oversees the Home Office Data Services and Analytics functions, bringing together Home Office data with data from other government departments, public agencies, industry partners (air, rail and maritime passenger and freight carriers) to support a wide range of important Home Office use-cases.

Key responsibilities include, but are not necessarily limited to:

  • Strategic Planning: Developing and implementing strategies for Enterprise Services aligned with organisational goals, ensuring long-term service excellence and operational effectiveness/efficiency.
  • Service Quality: Establishing and maintaining a world-class 24/7/365 Enterprise Service operation and service management across an extensive and complex technology estate, with particular focus on availability, performance, data integrity and active risk management.
  • Service Delivery: Ensure effective oversight and delivery of DDaT’s Enterprise Services across a vast and complicated technology estate, ensuring that they satisfy the quality, reliability, and performance standards of the organisation. Utilise best practices and service management frameworks to align with the needs and expectations of the customers.
  • Technology Delivery: Delivery of critical digital services at scale, with strong technical skills and domain knowledge, including understanding of technologies covering networks, hosting infrastructure, cloud, service management, collaboration services, end user computing and data science.
  • Incident Management: Direct major incident management as required, including post-incident recovery and analysis, insightful problem management and effective change management for both traditional and ‘Dev-Ops’ operating models.
  • Stakeholder Engagement: Collaborate with senior internal and external partners, including Ministers. Holding suppliers to account for high quality outputs as the senior relationship and contracts owner, with strategic oversight of service contracts and SLAs totalling over £300m.
  • Team Leadership and Development: Lead a broad ranging, dynamic and resilient senior leadership team in ES, fostering professional growth and ensuring they have the skills and resources necessary to succeed, while implementing efficiency savings where required ensuring market competitive rates and successful outcomes of service.
