Within this context, as NHS GM continues to develop as a statutory organisation, a significant challenge will continue to be how it effectively supports and enables place-based and local partnerships to take necessary action that will improve population health outcomes and reduce inequalities (i.e., the unfair and avoidable differences in health across the population, and between different groups within society).

The Associate Director for S7A Screening and Immunisations (Greater Manchester) will be a key role within the Population Health Directorate of NHS GM Integrated Care. The post holder will bring a background of Public Health leadership, management, and commissioning experience to drive improvement in access, uptake, and provision of all S7A screening and immunisation functions.

Main duties of the job

The role will be a key contributor to the senior strategic leadership and management of the directorate, to strategically lead and manage the delivery, commissioning, and safety of all S7A screening and immunisation programmes, and the Screening and Immunisation/Vaccination strategy and its functional re-design.

Furthermore, they will lead on S7A programme assurance to the Northwest Region and national teams and be committed to the delivery at pace of the portfolio.

The role will also provide senior leadership for vaccine preventable disease outbreaks for the GM population.

Detailed job description and main responsibilities

The post holder will report to the Director of Population Health and work in collaboration with the Clinical Director and directorate Senior Leadership Team in the Population Health directorate and provide senior strategic, leadership and oversight of all national S7A Screening and Immunisation Programmes. These services fall under the public health functions agreement (S7a), an agreement between the Secretary of State for Health and Social Care and NHS England, as below:

  • Annual Seasonal influenza
  • Covid-19 vaccination programme
  • Child Health Information Services

The role will also provide senior leadership for vaccine preventable disease outbreaks for the GM population.

Across each of these programme areas, the role will lead and manage the commissioning, delivery, quality improvement, safety, performance, activity, and outcomes of the programme deliverables, ensuring that they meet national standards, timescales, and address inequalities.

They will ensure that the portfolio programme plans are relevant, current, managed, reported, and where required risk is escalated within the corporate governance.

They will present and communicate on strategy, delivery, performance, and outcomes of the programmes as required to a wider range of colleagues and stakeholders involved in this and other in GM Vaccination programmes, the Northwest Region and nationally, as well as to senior management and leadership and delivery-level teams within GM Integrated Care and the GM Places.

The role will line-manage the S7A team through senior managers, with a high-profile portfolio of priorities in the directorate. They will ensure that training and development needs of the team are identified and addressed, skill sets are utilised across the scope of work, support the management of vacancies and absences, and team structures, support senior colleagues with the management of budgets and deputise for senior colleagues as required.

The role will be responsible for strategically managing the Section 7a budget and any programme investments and project bids.

The role will work closely with other colleagues within the Population Health directorate and in the wider GM Integrated Care system together with all stakeholders, they will maintain good, effective working relationships and represent the directorate’s programme areas as required in GM, the Northwest and nationally.

The role will deputise where required for the Director of Population Health.

Person specification

Qualifications

Essential criteria
  • Relevant first degree or equivalent level of training and experience
  • Relevant professional postgraduate qualification, higher degree or equivalent level of training and experience in Public Health
Desirable criteria
  • Management/leadership qualification

Knowledge

Essential criteria
  • A high level of knowledge of Greater Manchester’s population health issues locally and regionally.
  • High level knowledge of commissioning, contracting and provision of services, and integrated, collaborative working in GM
  • High level knowledge of S7A screening and immunisation programmes, and functions that relate to these programmes

Experience

Essential criteria
  • Extensive experience of strategic and operational delivery and the commissioning of S7A screening and/or Immunisation programmes and delegated S7a functions (working at a senior level)
Desirable criteria
  • Experience of senior operational roles in population health/public health
