Location: Based at Cheltenham General Hospital, with travel across Cheltenham and Gloucester sites
Hours: Core hours 07:30–15:30, Monday to Friday
On-Call: Participation in a 24/7 on-call rota (1-in-9 basis, Monday to Monday)

Gloucestershire Managed Services (GMS) is seeking a motivated and skilled Estates Officer (Electrical Bias) to support the delivery of high-quality maintenance and engineering services across our NHS hospital sites. This is a key operational leadership role responsible for ensuring safe, compliant, and cost-effective maintenance of electrical infrastructure, to directly supporting patient care and clinical teams.
Based primarily at Cheltenham General Hospital, and working across sites in Cheltenham and Gloucester, leading on both planned and responsive maintenance activities. Acting as an HTM Authorised Person, you will manage statutory compliance requirements, oversee contractors and in-house teams, contribute to project delivery, and participate in the on-call rota for emergency cover.

Main duties of the job
As an Estates Officer (Electrical Bias), you will be responsible for the safe and efficient operation of electrical building services, contributing to service delivery, compliance, and technical leadership. Your main duties will include:
- Co-ordinate and deliver planned preventative maintenance (PPM) and reactive electrical works, ensuring compliance with statutory regulations (HTMs, and NHS standards).
- Act as an Authorised Person (HTM disciplines), maintaining safe systems of work in line with electrical safety guidance and NHS protocols.
- Supervise and support in-house engineers and external contractors, managing workload, performance, and quality control
- Provide technical input for the design, procurement, and delivery of minor electrical works, ensuring projects meet quality, safety, and operational requirements.
- Conduct risk assessments, implement safety measures, and ensure compliance with Health & Safety at Work legislation.
- Maintain accurate records of maintenance activities, certifications, and system compliance for audit and reporting purposes.
- Participate in a 24/7 emergency on-call rota, responding to technical faults or incidents out-of-hours to maintain service continuity.
- Contribute to energy efficiency and environmental sustainability initiatives, supporting GMS’s Green Plan and carbon reduction goals.

Technical & Operational Leadership- Oversee day-to-day electrical operations across assigned sites.
- Ensure all electrical systems are maintained to HTM standards, legal requirements, and Trust policies.
- Act as an Authorised Person in accordance with relevant NHS and safety guidelines.
- Prepare technical reports, risk assessments, and method statements.
- Lead, motivate, and manage estates staff, providing support and development opportunities.
- Allocate and supervise work, ensuring resources are deployed effectively
- Ensure contractors comply with trust policies, HTMs, and Health and Safety legislation.
- Conduct quality checks on completed work to verify standards and customer satisfaction.
- Develop, review, and implement planned maintenance schedules (PPMs) to ensure system reliability and legal compliance.
- Respond to reactive maintenance issues in a timely and effective manner.
- Maintain up-to-date records and compliance documentation, ensuring audit-readiness at all times.
- Ensure work is completed in line with HTMs, statutory regulations, and operational procedures.
- Monitor and maintain health and safety practices across estates operations.
- Conduct workplace and task-specific risk assessments and ensure control measures are followed.
- Report and investigate incidents, hazards, or non-compliance in line with Trust protocols.
- Support the delivery of minor capital works projects, ensuring quality, cost, and compliance standards are met.
- Contribute to asset condition surveys, lifecycle planning, and infrastructure upgrades.
- Participate in a rota providing 24/7 emergency cover.
- Attend site during major incidents or system failures and coordinate remedial actions to maintain services.
- Provide technical or managerial guidance during emergency situations.
- Contribute to sustainability initiatives by identifying energy-saving and waste-reduction opportunities.
- Identify and implement best practices to boost maintenance quality and energy efficiency.
- Support the development and implementation of the Trust's Green Plan targets and net zero ambitions.
You’ll be a key member of the Estates team, collaborating with colleagues across both Cheltenham and Gloucester hospital sites to deliver safe, efficient, and compliant electrical services. Your proactive approach to maintenance, compliance, and team support will help ensure our clinical environments remain fully operational and patient-ready.
Person specification
Qualifications
Essential criteria- Recognised apprenticeship or equivalent practical experience in an electrical discipline.
- HNC, HND, Diploma or Degree in Electrical Engineering, Building Services, or equivalent qualification.
- Evidence of or commitment to continued professional development (CPD).
- ILM Level 3 or equivalent supervisory/management qualification (achieved or working towards).
- Specialist training relevant to NHS estates functions (e.g. High Voltage, Low Voltage, AP/RP training).
Experience
Essential criteria- Substantial experience in an estates or facilities management environment specifically within electrical maintenance.
- Experience supervising or managing a team of engineers or contractors.
- Experience working with planned preventative maintenance systems and compliance frameworks (E.g. HTMs, HBNs)
- Experience in ensuring compliance with statutory and regulatory requirements.
- Proven experience working as an Authorised Person or in a similar compliance-critical role.
Knowledge/ Skills
Essential criteria- Strong knowledge of electrical systems, safety legislation, and HTM requirements relevant to NHS estates
- Demonstrated problem-solving ability and practical decision-making under pressure
- Ability to plan, organise and prioritise maintenance work effectively
- Clear written and verbal communication skills, suitable for reporting and contractor liaison
- Proficiency in using digital systems and software related to estates (e.g., CAFM, BMS, Microsoft Office)
