Hours per week: 37.50 Monday - Friday, 9am to 5.30pm
Role Length: This opening assignment is for 5 months

The purpose of the role is to design, specify and project manage the delivery of repair, maintenance and improvement works to Council property. This includes all aspects of building contract administration for minor to major works, repairs advice and day-to-day monitoring and progress reporting of projects in progress including assessment of the condition of buildings and associated remedial work.

Key Responsibilities:

Undertake surveys including preparing the necessary drawings, schedules of work and/or rates, specifications, bills of quantities, schedules of dilapidation, party wall awards, safety plans and all other documentation. This is to ensure that all works and professional services carried out in connection with the survey, repair, maintenance and improvement of property for which the Council is responsible is in accordance with accepted best practice.

Remain aware of current regulations and standards relating to construction work and ensure they are adhered to. This includes health and safety policy and legislation, public procurement regulations, the Council’s own standards and specific premises maintenance and improvement regulations.

Provide general support and advice as required to others in the Council and technical/professional input to other teams relating to building and associated work, and to assist with the delivery of repairs, maintenance and improvement works in which the service unit is involved.

Monitor standards of workmanship on site and contractor performance to ensure that a good standard of product and client satisfaction is achieved and maintained including defect identification and rectification.
Deliver and continue to develop strong contract administration and work management skills, including IT skills, required for the post.
Co-operate with others across Technical Services to help achieve the best outcomes.
Maintain all necessary records and allocation of time against projects, including site visits.

Carry out any other duties of a similar or related nature that may be requested by the Building Surveyor Lead or his/her representative.

Qualifications:

Corporate Membership of a recognised relevant professional body e.g. The Royal Institution of Chartered Surveyors or Chartered Institute of Building is desirable

Degree in a relevant subject or higher-level technical qualification or equivalent experience.

Skills & Experience:

Minimum of 12 months recent experience in a similar role or context and ideally within a public sector organisation.
Experience of carrying out technical officer / surveying duties in an asset management related service area.
Knowledge and familiarity with using current standard forms of building contract used in construction and maintenance work, especially JCT Intermediate Form of Building Contract, Minor Works Building Contract, Measured Term Contract.
Proven track record of successfully managing building projects from inception to completion, including all aspects of contract administration.
Knowledge of building construction and defects and experience of building maintenance, repair, refurbishment and improvement work.
Working knowledge of building services installations.
Knowledge of and familiarity with managing health and safety in construction, (specifically the Construction (Design and Management) regulations and current asbestos legislation and its implications for maintenance of Council building stock
Awareness of planning legislation and its application to building work.
Knowledge of the Government’s Decent Homes objectives and of Decent Homes criteria (as appropriate to post) is desirable.

Strong IT skills including Microsoft packages or equivalent (e.g. G Suite, Adobe Pro).

Full UK driving licence required for this role.
