The role is in Goods Trade Analysis (GTA) team which sits in the Trade and Investment Negotiations (Goods) Directorate (TING). GTA provides embedded analytical support to both TING and to the Goods, India and Gulf Cooperation Council (GIG) Directorate.

The focus of this role will be on supporting primarily TING policy directorate.

We work extremely closely with policy colleagues and other analysts in DBT and cross-Whitehall, including Defra and HMT. We lead on analysis of trade in goods feeding into negotiations on free trade agreements (FTAs) and implementation of FTAs and the Windsor Framework.

The team is at the heart of DBT’s priorities, with considerable opportunities to provide impactful analysis to senior leaders/Ministers.

We are a multi-profession analytical team, bringing together economists, statisticians, social researchers and operational researchers. We work closely with policy and analyst teams across DBT and the Whitehall. We undertake a range of analytical projects: analysis of complex data sets, modelling and coding, field work to collect new data, external engagement, case study work and policy options appraisal.

This role is to lead strategic and long-term projects that inform key policy questions related to Rules of Origin (RoO) and tariffs in goods trade. The successful candidate will be responsible for supporting primarily TING policy directorate in a high pressured and fast paced environment of goods trade negotiations with the rest of the world as well as the analysis supporting the EU reset.

The role requires very close collaboration with policy colleague and the ability to manage competing priorities, as it involves handling multiple negotiations, often in the room, with international trade partners. It also involves engagement with other Government Departments, as well as academics, think tanks, and trade associations, to influence research and ensure effective dissemination of findings.

The post holder is expected to:

  • Support Trade Negotiations: Engage in bespoke analysis to support ongoing trade negotiations, drawing on trade data and business intelligence.
  • Lead Strategic Projects: Use new and experimental data sets, model future trends, and collect new data through stakeholder engagement to support trade in goods policy development.
  • Collaborate and Influence: Build productive relationships across DBT and Whitehall, contributing to cross-cutting analysis, including cross-Whitehall CGE modelling.
  • External Engagement: Develop and maintain relationships with academics, think tanks, and trade associations to influence research agendas and disseminate evidence across DBT and other government departments.
