The post holder will deliver an environment that is properly secure for those who work in or use East Lancashire Hospitals NHS Trust services so that the highest standards of clinical care can be made available to patients.

The post holder will provide leadership and management in all aspects of security for the Trust, working across all sites and will be a member of the Trust associated Governance and Risk Management Committees.

The post holder will be the expert on Security Management and lead on the implementation and management of the Trust Security Management
Policies, Lone Working Policy and Zero Tolerance Policy.
  1. To provide leadership, specialist advice and support on matters concerning corporate security policy, strategy, risk, governance, development, organisation, and on delivery of security services to the Trust.
  2. To promote the Trust’s Security service as a centre of excellence.
  3. Review and assist the update of policies, procedures, and work instructions as required.
  4. To lead the timely investigation and resolution of complaints, adverse incidents and untoward incidents,
  5. To ensure during a Major incident, Internal incident, High security risk incident that the security service provide the highest possible quality of service.
  6. Ensure that appropriate security management arrangements are in place across the organisation,
  7. Liaise with external agencies such as the Police, crime prevention bodies, MIAA Local Anti-Fraud Specialist, NWAS etc.
  8. Maintain comprehensive records and monitor all security and violence, abuse and harassment related incidents.
  9. Investigate breaches of security and provide advice regarding improvements in security.
  10. Conduct security site surveys of premises and departments providing advice and recommendations to increase security provision.
  11. To manage and develop the security infrastructure in terms of CCTV, access control, intruder & panic alarm systems.

  1. Produce and review Security Policies, Procedures and Guidance.
  2. Support the compilation of ward and department security protocols.
  3. Determine and undertake an extensive security audit programme across all Trust assets.
  4. Plan and conduct annual security audits of e.g. wards, departments, determining and prioritising areas at higher risk.
  5. Be a dynamic member of Division, Trust and external groups and committees as the Trusts LSMS/ASMS or equivalent.
  6. Actively encourage collaborative working between both internal and external
stakeholders such as the Police and contracted in Security Services.
  1. Produce detailed analysis of security and violence, abuse and harassment data, identifying themes/trends, preparation of statistical monthly security performance reports for Divisional and Organisational Committees and Groups.
  2. Produce or contribute to reports for all relevant committees and groups as required.
  3. Monitor and maintain the Trust Security website.
  4. Ensure that security management within Estates and Facilities functions are adequate and provide action plans as required.
  5. Support clinical and non-clinical services in the delivery of secure working environments.
  6. Ensure all security issue resolution is patient and staff focused.
  7. Attend National and Regional Networking and Benchmarking Groups and support the dissemination of outcomes and learning across the organisation.
  8. Promote good relations through a process of strong communicative management and ensuring robust reporting mechanisms are in place.
  9. Provide specialist security advice directly to Trust colleagues as required e.g. harassment/stalking incidents, personal safety.
  10. Support staff in reporting violence, abuse, harassment incidents to the Police.
  11. Frequent need to attend meetings to address inappropriate behaviours by patients and relatives which can be confrontational in nature. Strong diplomacy skills and tact required to de-escalate situations, along with resolute decision making which can be difficult and lead to difference of opinions.
  12. Manage the Trust Unacceptable Behaviour/Behaviour Agreement processes, liaising with senior staff in the preparation of such letters/agreements. Monitor and review on an annual basis.
  13. Manage the Trust Zero Tolerance Policy, preparation of warning and exclusion letters to patients. Ability to deal with challenges by patients.
  14. Maintain information systems, both computerised and paper based, providing written reports, sharing information with the Director and Deputy Director of Estates and Facilities, Heads of Service, Trust Board members and external bodies.
  15. Contribute to the achievement of Estates and Facilities business.
  16. Oversee the Trust’s Losses and Compensations process, investigating claims, liaising with claimants directly. Working collaboratively with the Trust Legal Team and NHS-Resolutions to explore claims that are thought to be fraudulent.
  17. Provide an annual report of the Trust’s losses and compensations financial status.
  18. Prepare reports, on security and crime related issues for submission to the Director of Estates & Facilities and the Trust Board
