The post holder will work as the manager in the Haematology Laboratory, in the context of the objectives of the Pathology Directorate and the Blackpool Teaching Hospitals NHS Foundation Trust

They will be responsible for the day to day operational and technical delivery of the laboratory Haematology service.

They will manage the staff and resources of general Haematology within the Haematology department.

General Haematology comprises of the following sections of the department, Blood Counting, Morphology, Coagulation, Immunophenotyping and the Immunology sendaway laboratory.

They will manage the Phlebotomy service.

They will take a lead role in induction, training and development of all staff in the department.

They will be part of the long-term planning provided by the Haematology Laboratory Management Team that consists of the Departmental and Laboratory Managers.

To act as Deputy Pathology Directorate Manager as required.

Blackpool Victoria Hospital, or BVH, as it is known locally, is a medium sized NHS District General Hospital (DGH).

The hospital comprises the major element of secondary health care within the widercombined acute and community trust that is the "Blackpool Teaching Hospitals NHSFoundation Trust".

The Trust offers community health services to 445,000 residents of Blackpool, Fylde, Wyre and north Lancashire. We also provide specialist regional care for cardiac and haematology patients.

DUTIES AND RESPONSIBILITIES
  1. Supervisory and Management
  • To be member of the Haematology Management Team and deputise for the Pathology Manager as required
  • To contribute in the decisions of strategic planning and policy with the Departmental Management
  • To assist the Pathology manager in the development of strategic and business plans for Haematology
  • To compile in conjunction with senior Haematology team and blood Transfusion manager the Annual Management review for Haematology and Blood Transfusion.
  • To solve complex scientific, technical and managerial problems that need highly specialised levels of skills in haematology and management
  • To contribute in the planning of decisions regarding laboratory repertoire and equipment procurement including report writing for operational requirement
  • To provide statistical information within Haematology
  • To contribute to the analysis and workforce planning needs of the Haematology establishment and skill mix as appropriate to the safe provision of service
  • To contribute to the recruitment, appointment and retention of staff in line with Trust polices and guidelines
  • To take a lead in control of staff deployment and maintain discipline in Haematology according to Trust Policy
  • To organise staff in covering the 24-hour working patterns of Haematology
  • To take lead in monitoring attendance, holidays and sickness absence and action according to Trust Policy
  • Clinical risk investigation and report writing
  • To ensure that all tests are performed and reported in an accurate and timely manner and to be able to communicate to all levels of health care professionals regarding the haematology service
  • To ensure compliance with statutory regulations, Health and Safety, fire etc. in the section
  • To conduct annual appraisals for a section of staff and performance assessment
  • To take a lead in counselling, grievance and welfare matters
  • To order laboratory consumables and monitor cost effectiveness with the Haematology budget
  • The post holder will deliver the Haematology laboratory service within the agreed budget
  • To monitor workload trends and secure funding in response to increased activity
  • To complete and monitor Key Performance indicators for Haematology and Phlebotomy services
  • To attend Pathology Directorate meetings
  1. Scientific and Technical
  • To ensure all requests submitted to and accepted by the Department are processed in accordance with the department agreed protocols
  • To monitor and maintain high professional standards of the Haematology service and may initiate remedial action where necessary.
  • To plan, perform and interpret all Haematological investigations to a high level of competence.
  • To be responsible for the Technical Validation of test results prior to reporting.
  • To be responsible for the Clinical Validation of test results prior for reporting.
  • To be responsible for the data management of results on the Haematology computer system to ensure they are reported accurately and timely.
  • To implement Haematology polices and Standard Operating Procedures.
  • To implement and monitor Internal and External Quality Assurance Schemes.
  • To ensure stock levels are maintained to the required level within Haematology
  • To ensure equipment within the section is monitored and working at optimal performance and maintain maintenance records.
  • To ensure the commissioning and change control of new equipment in Haematology
  • To implement new methodology into Haematology in accordance with the Departments’ planning and improve and develop existing methodology.
  • To give technical support and guidance for research / clinical trials undertaken in Haematology
  • Achieve and maintain UKAS accreditation
  1. Teaching/Development/Communication
  • To take a lead role in the induction, training, and development of all staff in the Haematology Department
  • To oversee training of staff in Haematological techniques in line with mandatory, professional and personal development according to service needs
  • To oversee technical mentorship of staff within Haematology
  • To oversee teaching and training in Haematology to a broad range of health care workers including medical staff up to Specialist Registrars
  • To co-ordinate the implementation of teaching and training programmes in Haematology
  • To ensure personal compliance with regards to mandatory, professional and personal development according to service needs
  • To maintain up-to-date knowledge in all aspects of Haematology methods and techniques
  • To develop the service in line with technological advances
  • To ensure personal compliance with professional codes of conduct
  • To facilitate two-way communication between management and staff
  • To promote the service and enhance the reputation of the department
  • To develop appropriate links with colleagues in the Pathology Clinical Network and Public Health Agencies
  1. Clinical Governance
  • To implement audit to ensure compliance with and development of professional and local policies and procedures.
  • To work within agreed Trust policies and protocols
  1. Management of Phlebotomy services
To manage the team of staff who undertake phlebotomy on the wards and OPD (approximately 2000 samples per week) with reference to-:
  • Recruitment, selection and appointment of staff
  • Training
  • Appraisal
  • Service provision and development
  • Attendance and sickness absence
  • Quality
  • Discipline
  • Liaison with other departments and policy writing
  • Health and Safety
  • Oversight of appointment system
  1. Leadership
  • Act as a role model by demonstrating leadership and expertise, and by maintaining credibility within the Division, and external agencies, ensuring a positive image of the Trust is maintained.
  • Support the Division/Trust by the effective use of resources, e.g. staff, budget, premises, equipment, supplies and materials.
  • Empower staff to act on the implementation of organisational procedural documents.
  1. Education/Learning
  • Take responsibility for own learning and development by recognising and taking advantage of all opportunities to learn, including full participation in appraisal, supervision, action learning and by maintaining a professional/personal portfolio of learning.
  1. Key working relationships
  • Work closely with the Blood Transfusion Manager to maintain the service across both departments.
  • Supervise and liaise with the Haematology Senior Biomedical Scientists to ensure optimum service within general haematology.
  • Supervise and liaise with the Phlebotomy manager to ensure a safe phlebotomy service.
  • Liaise with the Haematology Clinical Lead to receive clinical input into the service.
  • Work with other managers within Pathology to implement and maintain Pathology wide policies and procedures.
  • Responsible to the Pathology Directorate manager
