37 Monday – Friday, normal working hours
This opening assignment is for 3 months
City: STOKE ON TRENT
Support Procurement Operations and Payments activity from source to payment that underpins the Council’s objectives to transform Procurement & Commercial Services into a leading edge and professional organisation through becoming more focused, more integrated, more disciplined throughout.
Key responsibilities:
Support the development of the Central Buying functions.Engage and work closely with the Category Management team to align purchasing activity and maximise opportunities to deliver value for money within the buying process.
Gain an understanding of the Category both internally and externally
Lead on buying activity up to £50,000 including;
- managing a three-quote process
- managing a mini-tender process
- managing the call off process from City Council frameworks
- calling off from regional and national frameworks
Researching new supply markets, products and service provision and to support the development of supply markets in conjunction with the Category Strategy.
Highlight risk and issues and record progress through periodic reporting.
Deliver budget efficiencies and maximise use of Council’s funds.
Support the delivery and monitoring of a cashable savings process from contract and purchasing efficiencies
Engage with suppliers with a focus on SMEs and local suppliers to support the Council’s sustainable procurement strategies.
Qualifications:
A bachelor's degree in disciplines such as economics, engineering, business administration or supply chain management.
Knowledge:
Knowledge of key local government supply markets, for example; corporate services, housing & works, city management or housing and works.Knowledge of the public contracting regime and Council own policies and procedures relating to procurement and contracts management.
Commercial Awareness
Experience:
Experience of purchase ordering and payment process and systemsExperience of managing a three-quote process, mini-tenders and call off from frameworks
Skills & Abilities:
IT skillsNegotiation skills
Analytical and maths skills.
Able to work well in a team
Ability to work to deadlines
