Job overview

MoorConnect Electronic Patient Records (EPR) represents a major IT project in Moorfield’s excellence delivery programme. MoorConnect will collate and consolidate the management of clinical records to support clinicians and colleagues across the trust in making more effective decisions, improving clinical outcomes and patient experience.

The EPR is designed to wrap around our specialist ophthalmology clinical noting system, OpenEyes, to provide a seamlessly integrated patient record system.

We're hiring for multiple Senior Project Manager roles.

Main duties of the job

This is a senior project management role accountable for the delivery of the projects under their management to the SRO. Reporting to the Programme Director within the MoorConnect (EPR) Programme Management Office the incumbent will deliver projects supported by resources from the EPR vendors, colleagues from Digital Clinical Services, the IT Department and a range of internal departments.

As a Project Manager the post holder will be responsible for managing; to agreed scope, timescales, budget and quality; the delivery of assigned projects and their products which form essential components of the MoorConnect Programme.

This post demands a range of skills and experience including:

  • strong relationship management skills with a focus on inclusion, collaboration and communication.
  • excellent communication, negotiation and planning skills to ensure the contribution of technical and non-technical support resources
  • proven ability to manage complex projects and an excellent understanding of how IT can support the strategic direction of the Trust.

Detailed job description and main responsibilities
  • Receive and respond to guidance and instruction from the MoorConnect PMO with respect to PMO standards and practices.
  • Produce detailed project documentation including typical PRINCE2 artefacts and project reports that meet the needs of Programme Governance Boards.
  • Facilitate Agile effort when appropriate with a formal project management structure.
  • Identify, and manage project risks, assumptions, issues and dependencies in alignment with MoorConnect PMO processes and escalate risks and issues appropriately when necessary.
  • Coordinate work effort to deliver project milestones and products and manage change effectively.
  • Use persuasive and motivational skills to influence project team members and participants to ensure successful completion of the project.
  • Keep all interested parties abreast of project progression, or any potential issues, through clear communication.
  • Engage effectively to meet the needs of the PMO to report on progress against schedule, escalation of risks, and escalation of issues.
  • The financial control, within pre-agreed tolerances, of projects being managed and keep the Programme Manager updated, as required, on budget and forecasts.
  • Ensure all Quality standards related to individual projects are met.
  • Develop agreed work packages in order to meet project milestones and deliver products on time.
  • Effectively communicate time, quality and resource constraints to ensure that stakeholders understand their commitment to deliver.
  • Monitoring any assigned sub-contractors to ensure all national and local guidelines are adhered to.
  • Supervise and manage the project team’s workload, to ensure successful implementation and completion of the projects.
  • Complete end of project reports and present lessons-learned sessions, to support continuous improvement in the project management space.
  • Ensure Privacy Impact Assessments are completed for all projects, thus ensuring the focus on cyber security can be effectively maintained.
  • Keep abreast of Trust programmes and projects and any changes to business strategy that may impact the delivery of the projects under the post holder’s management.
  • Any other duties as may reasonably be considered as falling under the remit and responsibilities of this post.
  • Support development and implementation of project policies and good governance.

Person specification

Education and Qualifications

Essential criteria
  • Masters Degree or equivalent experience in an IT or management related subject area.
  • Experience should include managing IT development and implementation projects.
  • Prince2 Practitioner qualification
Desirable criteria
  • ITIL Foundation

Experience

Essential criteria
  • Minimum 5 years IT project management experience
  • Preparing and managing implementation /delivery plans/ business plans
  • Line management (including all aspects of staff management from recruitment through to performance management and continuing personal development)
  • Preparing and managing budgets
Desirable criteria
  • Previous experience within the NHS, Public or Not for Profit Sectors.
