Job overview
We are looking for an experienced and enthusiastic Programme Manager to work on high profile and complex programmes which aim to improve outcomes for people with mental ill health, physical ill health and learning disabilities.
Main duties of the job
You will lead complex programmes to transform current service provision, implement new service models and support effective governance arrangements.
Your main focus will be on leading the Mental Health, Learning Disabilities and Autism Inpatient Quality Transformation programme, which has an ambitious plan to transform the quality of our inpatient services over the next two years.
You will have experience of leading and delivering complex programmes of change within the public sector, preferably within a multi-disciplinary environment and will have a proven track record of working with stakeholders and using data to track and achieve impact.

Qualifications and Training
Essential criteria- Degree level qualification or equivalent
- Project management qualification
- Management or leadership qualification
Experience and Knowledge
Essential criteria- Knowledge of project management, and experience of manging complex projects and programmes
- Knowledge of service improvement tools and techniques
- Knowledge and experience of NHS and Local Government frameworks
- Minimum of 2 years middle management experience within the public sector
- Experience of leading and delivering programmes of change within the public sector, preferably within a multi-disciplinary environment
Communication Skills/Relations
Essential criteria- Excellent presentation and communication skills, written and oral;
- Ability to communicate effectively at all levels of involvement including Service Users and Carers
- Ability to build effective working relationships and work collaboratively at all levels across the Trust and partner agencies in the statutory and voluntary sector
- Ability to influence and motivate staff to engage with and adopt change and deliver challenging targets
- Ability to work with a high degree of individual responsibility and initiative
- Ability to manage conflict
- Appreciation of service user and carer perspectives in improving health services
Analytical and Judgement Skill
Essential criteria- Excellent problem solving skills
- Ability to analyse critically financial, performance and clinical data sets and present conclusions
- Innovative and strategic thinker with ability to recognise underlying causes of and overcome barriers to change
- Well-developed IT and digital skills to manage and report on complex performance management information systems
Planning and Organisation Skil
Essential criteria- Good organisational skills and ability to manage competing demands and priorities
- Ability to work flexibly and in a changing environment, and ability to work independently as well as in a team
Physical Skills
Essential criteria- Ability to undertake regular travel from office-to-office Trust-wide (Hertfordshire, Essex, Norfolk, Buckinghamshire)
