The Director of Nursing Role

The Director of Nursing – Quality Improvement at Birmingham and Solihull (BSol) ICB is a senior leadership level role and is important in successfully delivering the objectives of the Birmingham & Solihull) (Bsol) Integrated Care System (ICS).

The Director of Nursing – Quality Improvement will be an experienced registered nurse with substantial exposure in senior leadership roles within the health care sector. They will assume professional responsibility for driving improvements alongside ensuring effective quality assurance.

As a member of the senior ICB Quality team, the Director of Nursing – Quality Improvement will create the conditions for effective positive, working relationships between the ICB, provider collaboratives, other stakeholders (e.g., local government) and work closely with colleagues in NHS England.

In line with the organisational design principles of the ICB, the post-holder will lead a ‘lean’ team organised around:

  • System Professional Nurse and AHP Leadership
  • Quality Strategy, Improvement and Patient Safety
  • Complaints
  • Infection prevention control
  • Women, children and young people
  • Nursing and AHP Research and Innovation

Main duties of the job

The Job holder will be accountable for:

The Director of Nursing - Quality Improvement will play a pivotal role in ensuring BSol ICB is able to deliver in the following areas of nursing and quality improvement:

  • Patient Safety
  • Patient experience, complaints and feedback
  • Workforce planning for nursing an AHPs
  • Quality Improvement and Quality Assurance
  • The nursing and AHP workforce

The post holder will also deputise for the Chief Nursing Officer (CNO) as required.

The Director of Nursing - Quality Improvement will support in ensuring the ICB exercises its functions effectively, efficiently, economically, with good governance

Detailed job description and main responsibilities

Communication
  • The post holder will have exception communication skills demonstrated through the ability to work with patient groups and members of the public to resolve complex complaints and patient feedback in a sensitive and understanding manner
  • Explain quality and improvement to a wide range of groups and people who may not have a clear understanding of the requirements.
  • Turn conceptual or high-level ideas from the design at place group in to clear and compelling proposals
  • Understand the requirements of difference audiences and be able to tailor messages to effectively speak to required groups
  • Provide clear direction and messaging to workstream SROs and other members of the programme
  • Have excellent written and verbal communication in order to effectively engage with a wide range of stakeholders
  • Participate in meetings with senior executives across heath and care and be able to communicate and effectively influence these groups
  • Ensure a regular and effective communication both within the programme and with public and partner stakeholders to ensure activities and progress of the ICS are well understood ·
Organisation and Planning
  • Lead on the directorate delivery plan, as determined by the CNO, setting and agreeing short, medium and long term strategies for delivery
  • Leading on the workforce planning for nursing and AHP services, working alongside the workforce planning leads
  • Lead on the ICB Quality Improvement programme as determined by the CNO, agreeing programme and project plans and ensuring delivery on time and to agreed standards
Patient/Client Care
  • Responsible for ensuring that nursing services across the ICB meet quality standards and that any areas that do not meet agreed standards have clear action plans in place for improvement and that these plans are monitored, and the outcomes achieved in a timely and effective way
  • Responsible for the resolution of patient and service user complaints across the ICB, putting in place action plans to achieve resolution where necessary

Person specification

Essential

Essential criteria
  • Registered Nurse with additional training and qualifications to Master’s level
  • Additional training and qualifications in subjects that are relevant to patient quality and safety
  • Evidence of continued professional development
  • Significant experience of working in patient quality and safety environments and delivering improvement
  • Significant experience of operating at a senior level in a complex organisational environment
  • Significant experience of senior level decision making and delivery in an ambiguous and changing environments
  • Significant experience of successfully leading and managing multiple teams in complex systems across health and care
  • Significant experience delivering or supporting significant change programmes
  • Substantial experience of working independently with Board level stakeholders to deliver project objectives.
