PURPOSE OF THE ROLE: The Associate Director of Mental Health, Learning Disabilities and Autism Commissioning will work closely with other associate directors, directors and senior managers for each area to provide strategic leadership and drive joined-up responsibilities.
They will lead in the areas of: Setting the strategy for Mental Health, Learning Disabilities and Autism commissioning that delivers the outcomes required for the people of Somerset when accessing care. Within that strategic context, working with providers, transform pathways of care for Mental Health, Learning Disabilities and Autism.
The postholder will lead the commissioning, service re-design and transformation in all areas of Mental Health, Learning Disabilities and Autism services, working collaboratively with system partners. They will also be responsible for implementing agreed joint commissioning arrangements and processes for Mental Health, Learning Disabilities and Autism, ensuring robust processes and governance arrangements are in place.

The Associate Director will be assigned to a locality area to forge relationships within that locality so that commissioning can also take place at a defined neighbourhood level. The Associate Director will support collaborative working across organisational boundaries by building strong and trusting relationships with key system partners to generate buy-in to a collective vision for integrated care and population health management; transforming the health and care system across Somerset to enable change at system and partnership level.

KEY RESPONSIBILTIES OF THE ROLE: Provide leadership to the designated locality that enables localities to focus on the development of models of care, working in partnership with the quality and primary care teams within the ICB to ensure models and pathways adopt best practice.
Consider where appropriate developing and implementing joint commissioning and co-commissioning in relevant area of responsibility or locality area to deliver the greatest benefit to the people of Somerset. Ensure commissioning plans are produced in line with national and local timescales and are monitored regularly and appropriately.
Consider engagement with wider stakeholders and the Somerset population on how programmes of work are co-designed and co-produced, working closely with the Communications and Engagement team. Lead and undertake the actions outlined in the strategic commissioning framework to ensure the needs of the local population are considered in service redesign.
Be accountable for defining and delivering the agreed commissioning and locality priorities. Lead and provide expertise in designated area of commissioning responsibility and lead the development of the team, encouraging the adoption of an inclusive and supportive working environment.
Work with a range of stakeholders including patients and providers, clinicians and colleagues both within the organisation and externally, and across various levels of seniority. Develop, lead and maintain highly collaborative relationships with a wide range of key stakeholders to secure full engagement at all stages of the programme of work.
Work with staff and clinicians across the system to ensure that policy is embedded throughout the organisation and that the impact on other functions is identified and addressed in a developmental and integrated way. Use effective communication, negotiation, and influencing skills to enable effective change management with stakeholders at all levels who may hold differing and contentious views.
Identify areas of opportunity for efficiency and productivity gains that contribute to the overall financial plan within the system. Work with system partners to prioritise and develop system transformation to ensure the sustainability of services reflecting best practice and national policy.
Develop, monitor, implement and evaluate programme project plans and produce comprehensive reports. Matrix work with other Locality and Transformation teams and relevant teams/individuals across the ICB and the system. The role is responsible for dealing with, or advising on, highly confidential information and explaining highly complex, highly sensitive and potentially unwelcome information to a wide range of audiences while overcoming significant barriers to resistance.
Deputise where necessary for the Director of Localities and Strategic Commissioning or Deputy Director of Strategic Commissioning. The portfolio will be regularly reviewed by the Director of Localities and Strategic Commissioning and the focus, priorities and portfolio will be adapted to meet organisational and service needs.
As a senior role, the incumbent will be required to take part in ICB on-call arrangements. Operational Responsibility The role supports the business in driving transformation as well as value for money. The role is designed to build a combination of subject matter expertise and technical skills to develop a strong service delivery.
Financial and Physical Resources Responsibility Budget holder for commissioning department/service and/or project including organisation wide budget. Human Resources Responsibility Day to day management; teaching, devise training, development programmes as major job responsibility/ line manager for function/department.
Manages team; develops project training programmes/ line manager. To act as a decision logit for the ICB as and when required, undertaking and / or renewing appropriate training at regular intervals. Information Management Responsibility Responsible for the operation of one or more information systems.
Manages, maintains, and develops directorate information system. Planning and Organisation Responsibility Plan and organise broad range of complex activities; formulates, adjusts plans, or strategies/formulate long-term strategic plans, involving uncertainty, may impact across the whole organisation.
Develops a range of plans/long term strategic plans for performance and service. Improvement in new areas across organisations. Policy and Service Development Responsibility Responsible for policy implementation, development for Commissioning area of responsibility.
Develops policies for implementation of specialist program across the organisation/system. Research and Development Responsibility Regularly undertake research and development activity. Undertakes complex audits/surveys related to program. Freedom to act This post is the lead for Commissioning for NHS Somerset ICS and will be required to work autonomously with minimal supervision and guidance, using own judgement.
Reporting at board level, the postholder is responsible for interpreting NHS policy and strategy and setting goals and objectives for others. The postholder will be required to use their own initiative and act independently in decision making, judgements, formulation of plans and approaches.

Utilise the highest level of interpersonal and communication skills, influence leadership relationships and wide scale system change to ensure that the ICB acts as an enabler to harness system development opportunities to improve the population health of the ICS.
Safeguarding Children, Young People and Vulnerable Adults Safeguarding children and vulnerable adults are everyones responsibility. All ICB staff are required to undertake safeguarding awareness training and to undertake additional training in relation to safeguarding relevant to their role.
