The DWP Estates function ensures the smooth and efficient operation of this network on a day-to-day basis. We manage a private sector supply chain that delivers essential services such as security guarding, maintenance, property and leasehold, construction, cleaning and facilities management.Many of these services are business critical and we cannot safely open our offices without them.

An exciting opportunity, the post-holder will grow the SCC’s functionality, identifying security and business benefit opportunities, improve performance, reduce costs and maintain the high standard of security expected across the DWP estate.Shaping the SCC will require a broad understanding of the Physical, Digital and Cyber security disciplines, together with significant Data Protection experience to ensure it reaches its high expectations.

- Lead on the complex, technical delivery of security projects within DWP from inception to completion whilst successfully growing and enhancing the Security Control Centre. Strategic planning with electronic security systems to ensure the estate is ‘futureproofed’ against aged and obsolete systems. You will also develop the SCC’s capability to remotely manage the Departments electronic security controls and systems, including maximising its data to improve overall security performance, business benefits and safety.
- Accountable for supplier delivery management within Critical Security Infrastructure (CSI) and the SCC, you will lead on supplier engagement to ensure all contract obligations are being met and where necessary take corrective action to improve performance and supplier fulfilment. You will have a clear understanding of the security complexities involved through changes in security contracts whilst resolving complex issues through to resolution.
- Providing leadership on the management and processing of Data generated from the SCC in line with GDPR legislation and DWP policies.
- Working closely with DWP Stakeholders you will identify any security requirement or enhancement to systems including technical changes to ensure the satisfactory delivery of CSI and SCC. Responsible for developing DWP’s own security standard, you will work in conjunction with stakeholders to ensure standards operate in line with DWP, industry and His Majesty’s Government (HMG) security standards.
- Responsible for leading on all CSI and SCC financial matters across the supply chain, you will be accountable for undertaking financial due diligence reporting, including regular reviews and forecasts to identify anomalies to ensure compliance. You will also focus on reducing costs, improving service delivery, encourage innovation and benefits realisation. You will work collaboratively with CSI and SCC suppliers to develop early corrective actions and improve performance for the business.
- Be a leader, challenging current practices to create a collaborative culture and multidisciplinary working across the organisation both internally and externally. You will work with the DWP Estates Performance & Audit team to develop a performance framework setting out performance data and reporting requirements aligned to contractual obligations. Employing a RIBA plan of work and best practice you will support a review of performance, identifying opportunities for benefits realisation in both the CSI and SCC.
- Ensuring compliance with legislative requirements of security services and programme delivery across the estate including Data Protection, Financial and Enterprise Security Resilience Management (ESRM) colleagues.
- Collaborating with Heads of Functions to ensure that DWP Estates strategic business priorities and funding are included and aligned to CSI and SCC planned priorities, including when strategic direction changes.
- Building the DWP security ‘brand’ across the organisation and HMG you will focus on inclusiveness, delivering CSI and SCC to ‘Other Government Departments’ (OGD’s) in DWP managed multi-tenanted buildings. You will cultivate strong security networks and relationships across Government including to Department Senior Security Advisers, security teams and National Technical Authorities - crucial to helping deliver the requirements of the Protect Duty and to keeping staff and visitors safe.
- Lead engagement with key internal and external stakeholders, influencing outcomes positively including providing professional security leadership to DWP Stakeholders, OGD’s and Supply Chain Leads. This will include providing Senior Level engagement and specialist security Subject Matter Experts expertise to DWP, its clients and across the DWP estate.
- Championing an estate that meets diverse and changing needs, you will provide security advice to senior leaders on strategic delivery issues including to the Estates directorate and wider organisation to deliver the Estates Strategy of Smaller, Better and Greener.
