Role is office based however you will need to travel as required between PCC Assets in Portsmouth, Havant, Gosport, Fareham and Winchester

We are seeking a Lift Contracts Manager to join our newly formed Compliance service within Building Services of the Housing, Neighbourhood and Building Services Directorate. The scope of the role extends to nearly 200 lifts across our stock of 17,000 HRA dwellings and Corporate Assets with Landlord repair responsibility

The role will hold responsibility for the overall management of all mechanical and electrical servicing and repair contracts, ensuring that contracts are suitably procured and managed, delivering a high service, providing value for money, whilst continually seeking to delivery service improvement.

The role will provide technical advice in relation to servicing and repair issues, providing practical solutions and ensuring that works are undertaken to a high standard. The role will also oversee the provision of capitals projects in relation to major repair, upgrading, replacement or new lift installations.

The role will also assume responsibility for ensuring relevant statutory responsibilities are met with the safety of residents, members of the public, staff and our buildings being maintained.

What is the role?
  • To ensure the robust management of Term Service Contracts in relation to Lift servicing and repair to HRA dwellings and General Fund, Corporate Assets.
  • To monitor expenditure, assess valuations and ensure value for money for PCC.
  • To review, inspect and audit servicing and repair works to ensure quality of work, compliance is achieved and validate expenditure.
  • To lead monthly contract meetings with the Term Service Provider to review all service areas under the contract and strive for 100% compliance in all service areas.
  • To ensure that PCC meet its statutory compliance duties to the service area and to link with PCCs external insurers to ensure that statutory inspection for insurance purposes are completed.
  • To develop service measures and through review, work to continually to improve the service.
  • To remain up to date with changes to legislation and the wider industry to ensure that PCC are meeting its statutory duties, ensuring the ongoing safety of residents, members of the public and staff accessing its Buildings.
  • To work with the Head of Asset Management & Head of Compliance to inform where servicing and repair compliance demand may inform capital works programmes.
  • To procure Term Service contractors to undertake servicing and repair activities.
  • To procure and manage as necessary specialist Design Consultants to prepare design packages for new lift installations, lift replacements or major renewals/refurbishment of existing lifts.
  • To provide technical advice to contractors and other technical staff and clients within PCC around lift servicing, repair and renewal.
  • To ensure that compliance certification and documentation is accurate, robust and suitably stored to evidence compliance.
  • To ensure robust management of staff and service budgets within your area, c.£2m per annum.
  • To recruit, manage and develop staff as necessary for your service area.
  • To develop, implement, monitor and review policies and procedures in relation to compliance activities within the scope of the role.
  • To liaise with relevant stakeholders in relation to works that may impact service areas to ensure robust management process are in place to minimise impact to building users.

Who is the person?

The ideal candidate is someone who will:

  1. Have a relevant HNC/NVQ Level 4 qualification in engineering or specialist area. Where candidates hold lower qualifications, they should be able to demonstrate substantial relevant experience in a similar role.
  2. Have experience in either repair/maintenance of lifts or management of lift maintenance and servicing contract.
  3. Have excellent technical knowledge of mechanical and electrical areas within the scope of the role, being able to identify statutory requirements, assess quality of works and be able to provide professional advice to others.
  4. Have experience of the management of service contracts, ideally with knowledge of the NEC4 Term Service Contract suite and in particular Option E - Cost Reimbursable.
  5. Have experience of the procurement of service contracts including the development of scope of service documentation, contracting models and evaluation of bids in line with Public Procurement Regulations
  6. Have experience of managing budgets including monitoring and cost control techniques to ensure services are delivered within available budgets.
  7. Excellent practical knowledge of relevant legalisation and technical guidance, including, the Lifting Operations and Lifting Equipment Regulations 1998 (LOLER), Requirements for Electrical Installations 18th Edition, The Control of Asbestos Regulations 2012 and Health and Safety at Work etc. Act 1974, The Building Regulations and relevant Approved Documents.
  8. Have experience of preparing and developing strategies, policies and guidance documents to ensure compliance with statutory functions.
  9. Have knowledge and experience recording and analysing compliance data on relevant compliance IT systems, using measures to monitor performance and inform service improvement.
  10. Have experience of leading and managing teams and services, including continual improvement of both staff and service delivery.
  11. Experience of working with and communicating effectively with a wide range of stakeholders.
  12. Personally demonstrate, develop and lead your service area in accordance with the value and behaviours set out in the PCC Behaviour Framework.
  13. Have a driving licence and provide a car for work to be able to effectively travel to assets as necessary.
