An existing opportunity has arisen for an experienced Project/Operational Manager to lead on the South-East Manchester Community Diagnostic Centre (CDC) project. This is a fixed term post for 12 months.

The South East Manchester CDC is a collaboration between Tameside and Stockport NHS Trusts and In-Health who are an independent diagnostic services (ISP) provider – the centre went live on the 1^st August 2024 providing over 500 diagnostic tests per week from a purpose built unit at Crown Point retail park in Denton.

This is a key role with responsibility for leading and providing assurance on delivery of the new CDC facility, working closely with our independent sector provider and managing enabling work streams within the two Trusts and across partner organisations.

Based primarily at Tameside General Hospital, the post holder will work agilely to support involvement of colleagues at Stockport FT and at the CDC site in Denton.

Main duties of the job

The post-holder will ensure that the CDC continues to develop the Digital/IT integration project as well as forging new pathways to enable the realisation of benefits to the Trusts and local populations. In collaboration with the Clinical and Operational divisional teams at both Trusts, they will ensure maintenance of an efficient governance process, coherence across work streams, and assurance that the CDC meets standards.

The post-holder will have a high degree of autonomy, ensuring that work is prioritised and completed in agreed timeframes. They will handle and manage complex and sensitive information about staff, patients, work processes, organisations, barriers to change and will ensure that communications are diplomatic, honest and handled with sensitivity so that working relationships are maintained and developed.

Working closely with our independent sector partner, the Project Manager will maintain a detailed project plan, mapping out the requirements from the hospital Trusts’ perspective to ensure the safe and efficient delivery of the CDC facility.

They will liaise with diagnostic teams across the two Trusts to ensure that pathways and processes agreed with the CDC provider are safely delivered and further developed. The post holder will liaise with IT and Digital teams across both Trusts and the CDC provider to ensure that full IT integration is achieved with safe processes in place to ensure patient data is shared in line with Data Protection guidelines.

Essential criteria
  • Educated to a degree, or equivalent experience
  • Project management qualification, eg PRINCE2, MSP or relevant experience
Desirable criteria
  • Post graduate qualification, e.g. MA, MSc, MBA, DMS

Knowledge & Skills

Essential criteria
  • Extensive knowledge of recognised programme and project management methodologies and approaches
  • Knowledge of a range of continuous improvement and change management and approaches
  • Knowledge of delivering business change and transformation projects in a clinical and/or business/operational environment
  • A good understanding of the complexities involved in managing and delivering large scale change in a highly complex and challenging environment
  • A good understanding of the Community Diagnostic Centre programme and national requirements
  • Management – demonstration of a wide range of management skills to enable and delivery business change and improvement.

Experience

Essential criteria
  • Demonstrated experience as a project, service improvement, transformation or business change manager or leadership of complex, large scale transformational programmes.
  • Experience of applying and implementing business change and continuous improvement methodologies and approaches to deliver complex transformation and sustained improvement.
  • Track record and successful delivery of large scale complex and realization of benefits
  • Experience of managing complex stakeholder relationships through an end-to-end process.
  • Experience of promoting and influencing change at senior clinical and operational leadership levels.
  • Experience of developing positive working relationships, collaboration and partnerships within and across organisations.
  • Programme or project management experience, including leading and motivating multi-disciplinary project teams and aligning different stakeholder priorities.
  • Knowledge of continuous service improvement & Quality Assurance techniques
  • Experience of the collation, analysis and interpretation of complex information or data
  • Experience of using software packages to support change (eg. Word, Excel, PowerPoint, MS Project, and Visio).
Desirable criteria
  • Experience of facilitating learning, public speaking, delivering presentations, e.g. in Trust wide meetings.
  • NHS experience working within a Diagnostics field.
