Our new team are embarking on a piece of work to monitor data to identify and respond to patterns indicative of potential fraud. This will support our current work that reduces the likelihood of fraud occurring. We will bring in data science capabilities to be deployed in counter fraud activity and work closely with partners across health and government to further maximise the preventative impact of proactive counter fraud analysis.

We will combine this with our range of counter fraud and domain expertise to maximise our impact using your knowledge, experience, and passion for your chosen field. At the core will be the development and use of appropriate analytical techniques that include advanced analytics and machine leaning to tackle some of the highest areas of fraud risk to the NHS and ultimately protect public funds for patient care.

This is a Fixed Term contract until 31st March 2026

Main duties of the job

The Senior Proactive Counter Fraud Response Officer will be a multi-disciplined practitioner with expertise in all aspects of fraud prevention, disruption, intelligence and investigative practice, the role will work within the NHSCFA Project Athena Response Team, providing a comprehensive prevention, intelligence and investigative function, delivering interventions tasked to them via the Proactive Counter Fraud Lead and/or the Response Team Manager.

The role will focus on the timely response to fraud by driving counter fraud interventions.

  • The post holder will be required to have a NPPV2/3.

Detailed job description and main responsibilities

Driving counter fraud initiatives tasked by the Proactive Counter Fraud Lead and Response Team Manager or from NHSCFA’s tasking process.

Apply the Fraud Investigation Model and determine all possible avenues for counter fraud initiatives.

Work alongside the data science arm of the program of work, examining anomalies identified and communicating back actionable insight generated which will improve the statistical detection modelling approach.

Work collaboratively in the development of pattern detection in relation to emerging fraud within data.

Sharing knowledge of fraud within the NHS with Data Science and Analytical professionals for large scale modelling and identification of pattern in data indicative of fraud.

Apply the Fraud Investigation Model and determine all possible avenues for counter fraud initiatives.

Person specification

Specialist Knowledge

Essential criteria
  • Detailed and working knowledge of PACE and its Codes of Practice. Full working knowledge of CPIA, DPA, RIPA, Human Rights Act, Fraud Act 2006, Theft Act, Bribery Act 2010, and Money Laundering Regulations including POCA.
  • Technical and practical knowledge of fraud investigation model.
  • Proven prevention and disruption experience
  • Knowledge of policy and change processes to impact counter fraud initiatives
  • NHS Landscape and data repositories
Desirable criteria
  • Knowledge of NHS structure and working practices.

Experience

Essential criteria
  • Significant experience of undertaking and delivering large scale prevention and disruption initiatives where values can be quantified.
  • Experience of driving policy change and influencing partners to take counter fraud action.
  • Significant practical experience of successfully investigating economic crime within a public / private sector.
  • Significant practical experience of applying criminal and civil sanctions in relation to fraud offences in a multi- agency environment.
  • Experience or working with data professionals to model and detect patterns in data indicative of fraud.
  • Experience of liaising closely with outside agencies within legislative and regulatory frameworks to combat fraud and corruption offenses.
  • Experience of using case management and intelligence systems.
Desirable criteria
  • Experience of working with data professionals for counter fraud modelling

Qualifications

Essential criteria
  • Educated to degree level, or equivalent in a relevant counter fraud or criminal justice discipline or be able to demonstrate equivalent relevant practical experience.
  • Accredited Counter Fraud Specialist qualification or member of Government Counter Fraud Profession in the Investigation Discipline (Practitioner Level) or equivalent experience/learning developed in a similar role e.g. PIP level 2.
Desirable criteria
  • Post-graduate qualification or equivalent in relevant counter fraud or criminal justice discipline.
  • Accredited financial investigator.

Communication Skills

Essential criteria
  • Excellent interpersonal negotiation and influencing skills, especially handling complex issues and topics with a range of stakeholders at different levels.
  • Excellent written and verbal communication skills, experience of drafting and presenting a range of material for a variety of audiences.
  • Excellent verbal and influencing skills to senior management and director level.

Essential criteria
  • Can demonstrate the ability to prioritise effectively, set targets and monitor achievements to deliver quality engagement services across several diverse tasks whilst working to tight deadlines.
  • Can demonstrable an analytical approach to identifying problems and developing real and practical solutions.
