Job overview

We have recently reviewed our Organisational Development and Learning Service and this is a newly created post. The post holder will lead on analysing the learning, leadership, and workforce development needs for the Trust. They will facilitate the design, development and implementation of a learning and development plan and programme of activities, events and initiatives to support the priority learning and organisational development needs and enable the achievement of the Trusts’ People plan, service, divisional and corporate objectives.

They will support culture change and organisation transformation through a learning and development programme, apprenticeship strategy and talent development initiatives to meet workforce development needs and succession plans. Supporting the Head of OD, Learning and Leadership with the design and development of the leadership development programmes and management and leaderships initiatives and events.

They will develop KPIs and metrics to measure the effectiveness of the programmes and review and evaluate the OD, learning and leadership development offer to assess the impact against the Trust’s people plan and divisional and Way Forward strategy outcomes, while focussing on its staff and patients and related work streams.

They will manage the training centre, the training Admin and apprenticeship post holders and delegated budgets.

Main duties of the job

The post holder will have oversight of the Corporate learning and development offer and support reporting analysis and implementation of the OD, learning and leadership development programme and benchmarking/improvement frameworks.

They will work across the Trust and APC on the analysis of workforce development needs and the delivery of an inclusive training, learning and development offer to meet the workforce development needs.

They will support the Head of OD, Learning and Leadership to develop and deliver transformational programmes and projects for the creation of a more inclusive workforce in line with the Trust and ICS’s priorities and APC service improvement for the North West London workforce.

They will be required to work across the Trust to implement a positive learning culture to address staffing and recruitment challenges including role redesign, recruitment and retention, all training including EDI and bullying and harassment.

They will deliver major leadership and management initiatives working with the OD Partners and external OD experts, staff and patient focus groups, Board members and external and internal stakeholder groups that have been set up for this purpose.

They will manage the training centre, the training Admin Officers and Apprenticeship Programme Manager and delegated budgets.

Education and Qualifications

Essential criteria
  • • Chartered CIPD Member (MCIPD)
  • • Master’s Degree or equivalent experience - Relevant area i.e. HRM, OD, change management, Learning, Training
  • • Evidence of continuous professional development – OD, learning, leadership Devt.
  • • Organisational Development qualification (or relevant experience)
  • • Adult training or education qualification – PTLLS, Improvement methodology or working towards qualification.
  • • Project or programme management qualification or working towards it.
Desirable criteria
  • • Coaching and mentoring

Knowledge and Experience

Essential criteria
  • 1. Extensive experience of working on large, complex OD and Learning projects and programmes at a senior level
  • 2. Extensive experience of working in a senior training/learning (Training Manger) or OD role within a large complex organisation.
  • 3. Significant experience of workforce innovation practice and issues, working across multiple partner organisations
  • 4. Demonstrable experience and success in managing complex OD, learning and leadership workforce initiatives.
  • 5. Experience of translating complex operational and best practice evidence into concise service reports to senior leaders, Trust Board and key stakeholders
  • 6. Extensive knowledge and application of OD diagnostic and change management tools, techniques and frameworks
  • 7. Experience of leading and managing teams
  • 8. Extensive facilitation/training skills to support OD and culture work on ED & I.
  • 9. Demonstrable experience of proactively promoting inclusion leadership in complex organisations.
  • 10. Experience of designing and managing an OD and learning development programme.
Desirable criteria
  • Understanding of the NHS and its systems and processes
  • Knowledge of ESR and reporting systems

  • 1. Able to use methods and diagnostic tools to analyse workforce information and identify development needs and undertake learning needs analysis to prepare plans to meet the needs identified.
  • 2. Excellent organizational skills with the ability to plan and organise a range of complex activities, formulate and adjust plans and respond effectively to multiple priorities and meet tight deadlines.
  • 3. Demonstrable knowledge of the NHS and workforce landscape and the ability to communicate effectively at all levels across the local health and care system.
  • 4. Ability to develop proposals for new OD, leadership and management programmes and initiatives
  • 5. Highly developed interpersonal, training, facilitation and communication skills with the ability to articulate complex information.
  • 6. Excellent written communication and report writing skills.
  • 7. Commitment to, and enthusiasm for facilitating cultural and behavioural change, service improvement, and team and individual development.
  • 8. Strong leadership, interpersonal and communication skills including facilitation, negotiation, obtaining, providing and presenting information
