This opening assignment is for 7 months

Hybrid role with occasional on-site attendance required

Leading the largest, most complex programmes and projects, the Senior Project Manager is directly responsible for the effective shaping, planning and delivery of the council’s transformation projects with the broadest reach, the highest risk and the most significant budget.

Key responsibilities:

Successfully shapes, plans and delivers programmes and projects (or a portfolio of related projects) on time, to budget and of the desired quality through effective application of the most appropriate programme and project management methodology/s.

Develops and manages business cases and budgets effectively and in line with the City Council’s financial procedures and regulations; accurately models benefits and manages actual/ forecast expenditure to within agreed tolerances and dealing with variances appropriately.

Develops and maintains a detailed, integrated, logical plan, often with complex interdependencies. Uses this effectively to deliver, evaluate, monitor and report on progress against agreed targets and to forecast delivery timescales, completion, resources and costs accurately.

Provides effective leadership to the programme or project team, enabling them to successfully deliver their own work packages or projects – through ongoing support and guidance on all aspects of project delivery.

Effectively manages risk through analysis, mitigation and contingency planning; where appropriate the post-holder provides senior stakeholders with clear analysis, options evaluation and recommendations to enable decision-making.

Qualifications:

Qualified to degree level or equivalent (or has developed in skills and experience to this level) and advanced knowledge & practical, creative application of a range of recognised project methodologies (e.g. PRINCE2/MSP/Agile) and other programme & project management principles, methods, techniques & tools.

With the ability to lead, train and coach high performing teams in the application of these approaches.

Knowledge:

Expert at identifying opportunities and developing practical solutions to complex programme & project issues by using their own considerable experience and by encouraging and valuing the expertise around them.

Expert at translating the strategic vision and priorities of senior managers into deliverable programmes & projects that provide confidence in deliverability through demonstrating a clear understanding of how this will give the best likelihood of successful delivery of desired outcomes.

Experience:

Experience of developing very complex business cases effectively, modelling different scenarios to enable informed decision making and undertaking the necessary work to provide confident estimates of cost and realistic benefits mapped to desired outcomes and aligned to agreed objectives.

Experience of building and leading teams with a broad range of expert specialist roles, dispersed across different locations.
Experience of managing, developing and delivering services to improve outcomes for citizens and customers.
Experience of using innovative digital technology to deliver and improve services.

Experience of working in complex, formal and diverse organisations.

Skills & Abilities:

Highly-developed advocacy, negotiation and presentation skills.

Advanced planning, sequencing and dependency management skills, with the ability to adapt and apply tools and techniques in a wide range of programmes & projects - including the active use of plans as a key control and decision-making document throughout the lifecycle.

Ability to effectively plan, monitor, control and deliver complex projects and programmes.
Ability to lead, supervise and manage, inspiring and motivating people across a whole service.
Ability to supervise and manage performance effectively and to hold all team members to account.
Ability to supervise, plan and manage all finance and budgets to meet performance targets.
Ability to actively contribute to innovation and to take analytical approaches to solving complex and challenging problems.
Ability to cope well with and overcome ambiguity through use of effective formal and informal change management approaches.

Ability to work effectively, efficiently and credibly with diverse and complex stakeholders.
