he postholder will lead the Council’s public health services across the life course, communities and healthy places including the commissioning and provision of evidence- based and intelligence- led services to protect and improve the health and wellbeing across the life course.
S/he will lead the provision of public health support the mobilisation and integration of recently procured PH services. They will support improving physical activities and embedding health in all polices. They will provide public health expertise and advise to system alliances influencing the setting of intelligence led priorities to improve health and wellbeing outcomes.

They will support community development and community empowerment.

Key Responsibilities:

Lead, manage and co-ordinate a defined service area or service functions with full operational responsibility and accountability.
Effectively manage and control a range of resources (human, financial, technological) to provide and/or commission high quality services that meet the needs of Dudley’s residents and provide excellence in client and customer service.
Ensure effective and high-quality business and service planning processes, including setting, monitoring and recording of delivery against clearly defined objectives and outcomes and in accordance with corporate requirements.
Ensure that the service(s) meet expectations and achieves service objectives through adopting a proactive, positive and effective approach to performance management at individual and service level.
Exercise any delegated statutory powers allocated to the post holder in accordance with the Council's Constitution.

Promote and implement good employment policy and practice ensuring that individuals are effectively performance managed; supported in their professional development and fully equipped to deliver service expectations. This also includes services not within the post holders’ remit, personally conducting investigations for grievance, disciplinary and redundancy cases and chairing decision making panels

Ensure the effective and efficient implementation and management of change across all areas of service responsibility.

Liaise and work collaboratively with other service managers to deliver and/or commission services that help deliver the Council’s strategic aims and objectives, ensuring the best interests of the council are secured through the negotiation and monitoring of contracts with all relevant external service providers.

Lead and ensure active and positive engagement with external partners and stakeholders at strategic and operational levels in order to support the delivery of the Councils aims and objectives.
Ensure that service provision is responsive to and reflects overall client, service user and wider community feedback within the context of achieving the Council’s aims and objectives.

Ensure the Council’s approach to community engagement and leadership are embedded into and reflected across relevant areas of service delivery and make an individual contribution as required in achieving the ambition of being a Community Council, including participating in community forums, or similar.

Ensure effective communications within and across the service areas of responsibility and the wider Council, working closely with the corporate media and public relations service as required to present a coherent and co-ordinated approach to external communications.

Minimum of 12 months recent experience in a similar role or context and ideally within a public sector organisation.

Strong IT skills including Microsoft packages or equivalent (e.g. G Suite, Adobe Pro).

Full UK driving licence required for this role.
