Project Manager
The post holder will use recognised project management tools and techniques e.g. PRINCE2 to ensure that project milestones are delivered on time and to budget with expected outcomes monitored and achieved. The use of detailed implementation plans and other associated project products e.g. highlight reports, risks and issues logs, will be required to aide this.
The post holder will be involved in the setup, data collection and analysis of the project outcomes and project closure, ensuring Continuous Quality Improvement principles and practice are implemented and that electronic recording systems are in place to capture and report required data.
The postholder may be expected to deliver additional projects and tasks to support the division and carry out any other duties commensurate with the grade which may be required to enable effective and efficient running of services. Key Relationships The Post Holder will receive supervision from the Programme Manager in LD and F. Liaises with: Service Line Leads and Operational Managers Clinical staff Administrators Corporate colleagues including HR, finance, performance System partners including NHS and social care colleagues Voluntary Sector Providers Third sector suppliers Commissioners Service users, Carers and Experts by Experience Duties and Responsibilities Project Management: Manage or participate in major, complex projects, including multi-disciplinary projects/teams, liaising appropriately with all concerned.
Provide relevant and timely specialist advice and guidance on own portfolio of projects/function. Manage tasks as per project progress, risks, issues, dependencies and contingencies. Ensure projects are progressed effectively and conform to relevant legislative and policy frameworks and key strategies and priorities.Ensure deviations from project budget and timescale are identified, reported and contingencies are negotiated and agreed. Utilise analytical, problem management, time management and computer skills in order to effectively manage the project. Support effective project management, taking a lead for identified areas where agreed.
Work as part of a team or independently and make decisions during the life cycle of the project, in accordance with the tolerances defined by the project board or other sources. Co-ordinate and participate in relevant internal and external working groups, providing expertise and support where requested including drafting action notes and minutes where necessary.
Communication: Work closely with Programme manager to manage projects effectively. Provide effective management of individuals within the project team to ensure that staff are aware of the tasks required of them and are adequately skilled for their work.
Responsible for facilitating the development of any additional skills, if necessary and in agreement with their line manager. The post holder is expected to present information in an articulate and clear way, explaining complex issues, to a wide range of internal and external stakeholders.
Provide and update information on a monthly basis as part of the project monitoring system. Work with members of the Team to investigate the causes of any variance from target/plan and proactively contribute to the implementation of solutions.
To liaise and negotiate with other system partners and agencies Service Development: Ensure systems are developed appropriately to capture the activity of the services and ensure data flow is enabled to support evaluation and monitoring purposes.
The post holder is expected to develop and implement data collection systems that will provide accurate and timely data in the execution of their role. Assist services in the development, implementation and evaluation of programmes of care. To support the team in their use of routine outcome measures and in the collation of data.
Work with current staff to develop and promote the services philosophy, framework of care delivery and strategic objectives. Work with current staff and colleagues to develop and demonstrate clinical expertise and high standards of mental health practice.
Clinical Responsibility: The post holds no direct clinical responsibility but will support clinical staff in establishing processes and policies in line with best practice. Work closely with clinicians, managers and other stakeholders across the system to ensure specific areas of service delivery are providing optimum quality of care in line with defined standards Lead or support projects to implement programmes of change to drive improvement in outcomes for people using services.
Leadership & Staff Management Responsibility: Give due regard to the health and safety, well-being and interests of those who come into contact with the team professionally. Act as a role model in providing a service for adults with Mental Health conditions and/or Learning Disabilities.To participate in regular managerial supervision. To carry out any other duties as appropriately identified by your line manager. Learning Development Ensure that consideration of underpinning learning and development issues are incorporated into project reviews, strategic and service changes Liaise with senior staff responsible for organisational and service development to ensure project activity promotes modern working practices and positive workforce development Promote a culture of learning and continuous improvement.
Identify best practice locally, regionally and internationally and draw this into the trust. Physical Working Conditions and Environment: Need to be able to regularly travel to meetings / training off site and will work flexibly across sites.Be able to work in an environment that is at times extremely busy and demanding. Information Resources: Be required to support the gathering of data and information in regard to service evaluation and development. Financial Responsibility The postholder will support the Programme Manager with ensuring that projects remain in line with budget and will support the monitoring of spend.
