The starting salary is £57,301, which includes allowances totalling £2,841.

The salary is broken down as £54,460 basic salary, which will increase annually until you reach the top of the scale £66,356. Plus, a location allowance of £1,841 and a non-pensionable allowance of £1,000.

Job Summary

The Strategy, Planning and Performance (SPP) Pillar is a diverse and multi-skilled team that sits at the heart of the CT Policing Headquarters (CTPHQ). We ensure that CTP has effective strategies, policies, and plans in place, along with the capabilities it needs to keep the UK and its interests protected.

Aligned to the government's CONTEST and other National Security Strategies we set out clear, strategic direction, ensuring that CTP targets its investment on the right things. We deliver and assure this by establishing clear implementation plans with performance metrics that are monitored and delivered through effective governance structures.

This role is required to lead, manage, and deliver highly effective business planning processes for the CT Policing Network, ensuring resources and effort are aligned to corporate strategy. Includes defining and tracking delivery of consistent strategic priorities and goals through business plans from a national to local level.

Key Tasks

The post holder will be required to do the following:

  • Lead and manage the CTP Business Planning cycle - developing and maintaining a framework to reflect corporate policies, strategies, and programmes of national CTP work.
  • Ensure there is a robust process in place to align Business Planning to Financial and Workforce Planning on an on-going basis throughout each financial year and integrate Planning tools where required.
  • Develop and deliver an in-year planning mechanism outside of annual cycle to ensure effective use of underspends or opportunities.
  • Continuous support of CT Heads and Capability leads in identifying problems and opportunities to be considered for business planning processes, ensuring a holistic ‘complete picture' is presented on a national basis.
  • Continuous support of CT Heads and Capability leads in the development and delivery of business plans in line with strategic priorities to ensure a clear line of sight between strategy and delivery.
  • Close working relationships with all HQ pillars, in particular HR and Finance on the development and implementation of a framework to deliver prioritised annual workforce plans, budget builds and transformational change portfolio.
  • Track and develop clear reporting of progress against business plans on a quarterly basis, aligned to strategic priorities and performance. To be presented to CTP Management Committee and shared widely with CTP Network.
  • Provide a CTP Network wide perspective to the Head of Strategic Planning, Head of SPP, Director Strategy and CTPHQ Senior Leadership Team and managers on business planning processes to drive strategy.
  • Tasking and directing SPP business analysts to support on various elements of the planning cycle and implementation of planning outcomes.
  • Lead and support a number of governance boards in support of the business planning cycle, supporting CTP's most senior levels in their responsibility to allocate and oversee the use of CT Grant across the network, with a particular focus on the MPS.
  • Build relationships and be able to work flexibly with a range of stakeholders across the network to embed awareness and ensure consistent ways of working and high-quality outputs.
  • Key member of the CTP crisis management on-call rota. Updating and responding to Home Office and wider government requests on operational information as part of SPP's on call rota, and in response to any incident as part of the crisis management response.

Vetting

This post requires access to the most sensitive intelligence material on a daily basis. Applicants must hold or be prepared to undergo National Security Vetting (NSV) Developed Vetting (DV) level before taking up the post.

Additionally, this material is of particular sensitivity to the UK and its distribution must be restricted to UK nationals. In approved circumstances dual nationals (of which one element is British) may also be granted access. However, in the event that potential conflicts of interest cannot be managed the post holder will not be able to see the intelligence material and will not be able to perform their duties.

For the purpose of safeguarding national security and in line with Cabinet Office Policy, supported by Section 82(2) to (4) of the Police Reform Act (2002), applicants who do not hold or acquire Security Check (enhanced) (SC(e)) OR Developed Vetting (DV) clearance and meet the nationality requirements cannot be offered the post.
