The Pathology Service Manager is a senior member of the Pathology CSU. His/her purpose is to ensure that the department contributes to the elements of patient pathways concerned with the monitoring, diagnosis and treatment of patients both within the Trust and wider health community.
He/she will make judgements involving complex/ highly complex facts or situations, which require the analysis, interpretation and comparison of a range of options. The job holder will be an expert in their field and make judgements about specialist Pathology support for clinical situations which have unique characteristics and where there are several complicated aspects to consider which do not have obvious solutions.
They will communicate highly complex information clearly and concisely; this will ensure that the CSU is able to deliver high quality patient care. The post holder has responsibility for managing department activities and functions across all sites.

Working closely with the Clinical Leads he/she is the delegated budget manager for the department (authorised signatory according to the Trust Standing Financial Instructions) responsible for managing pay, non-pay and income budgets. He/she will lead the development and implementation of policies on service delivery for the department, planning and organising of a broad range of complex activities or programmes, some of which are ongoing, which require the formulation and adjustment of plans or strategies that may impact across the department or several services throughout the CSU and/or Trust.

With the Clinical Lead, he/she will ensure the development of clinical departmental services throughout the Trust. PRINCIPAL DUTIES & AREAS OF RESPONSIBILITY Management 1. Line management responsibility for all staff, excluding medical staff and clinical scientists, across the whole department.
2. Convene and support operational group meetings within the department and actively participate in CSU operational meetings. 3. Ensure there are effective communications and management information systems within the department and contribute to same for CSU.
4. In conjunction with the Clinical Leads, responsible for the development of the departmental business plan and participate in the development of the CSU business plan. 5. Develop and coordinate systems to ensure the highest standard of performance, including CPA accreditation and participation in benchmarking.
6. Responsible for ensuring the maintenance and inventory of equipment across the whole department. 7. Ensure Health and Safety and Risk Management policies are implemented and monitored across the whole department. 8. Ensure registration of all staff, excluding medical staff and clinical scientists, with required legislative bodies across the whole department.
9. Ensure that the department is delivering and developing its services to meet clinical requirements as part of the Pathology CSU contribution to ensuring that the Trust can meet its national and local targets. Financial Control 1. As a delegated budget manager, coordinate and manage all income and expenditure, totalling several £million, for their department.
Authorised signatory as determined by the Trust Standing Financial Instructions. 2. Develop systems to assist senior staff within the department to implement financial responsibility and accountability. 3. Analyse and interpret information on income and expenditure, workload and contract activity for the department, and ensure distribution of this information to senior staff.
4. Responsible for the supplies and ordering system for the department. 5. Coordinate the assessment of capital and revenue consequences of new equipment and altered demands on the service. Personnel 1. Responsible for the maintenance personal records of all departmental staff, including monitoring staff absence, annual leave and other staff related data (except for medical staff).
2. Responsible for the implementation of personnel policies on welfare, induction, counselling, grievance and disciplinary procedures. 3. Ensure appropriate deployment of departmental staff. 4. Ensure an appropriate training and education system is in place to meet the department and staff requirements.
5. Ensure annual appraisal is carried out for all departmental staff (except for medical staff). 6. Coordinate recruitment and selection of Pathology staff. 7. Develop and oversee a system of performance management within the department. Laboratory Service 1. Coordinate the delivery of a comprehensive laboratory service across all sites.
2. In consultation with the General Manager, Clinical Lead and senior laboratory staff, plan and monitor the developments and priorities of the department. 3. Facilitate the evaluation and selection of new equipment and new methodologies. 4. Oversee the production and maintenance of new and existing Standard Procedures in the laboratory.
5. Ensure local policies and procedures are compatible with national guidelines. 6. To promote and follow Safety Policies as set out in the Trusts Health and Safety Manual, including Laboratory Codes of Practice. 7. Liaise with other agencies, e.g., External Quality Assurance Schemes (EQAS), CPA, to ensure an efficient effective service.
8. To contribute to the supervision, assessment and training of all staff including junior medical staff and trainee clinical scientists. 9. Give management support for delivery of departmental Research &Development programmes. 10. Responsible for delivery of departmental laboratory audit programmes.
Clinical Service 1. Work with Clinical Lead to ensure resources for delivery of services. 2. As a member of the departmental, CSU and Trust executive teams ensure the delivery of Pathology services meet requirements of the Trust(s). 3. Within areas defined by the Clinical Lead help deliver advice to clinical teams regarding provision of Pathology services.
4. Work with national bodies to establish guidelines, best practice and mechanisms for meeting legislation and bring such work back into Trust to ensure an efficient and quality Pathology service. This list is not exhaustive, and the changing needs of the service may, from time to time, require the development of other appropriate duties, tasks and skills.
These will be in consultation with the post holder in advance of their implementation. The Pathology Department of Leeds Teaching Hospitals NHS Trust is located on several sites. Subject to appropriate consultation, the post holder may be required to work at an alternative site as required.
In addition, the Trust requires compliance with several corporate policies and procedures. These policies will be discussed with your line manager during your period of induction and further information is available from the Trusts intranet site.
Health and Safety/Risk Management All staff are responsible for working with their colleagues to maintain and improve the quality of services provided to our patients and other service users. This always includes complying with the Leeds Teaching Hospitals NHS Trust Policies, including Health and Safety policies, by following agreed safe working procedures, and reporting incidents using the Trust Incident Reporting system.
