Job overview

We are looking to recruit an Estates Officer to join our team at Hexham General Hospital and to provide support to our community sites at Haltwhistle & Haydon Bridge.

The successful candidate should have:

Knowledge and experience equivalent to degree level in an engineering or building related discipline.

Extensive specialist knowledge and experience working within an Acute healthcare environment, within the Estates & Property Services environment.

Specialist knowledge of Building construction.

Specialist knowledge of all relevant NHS Estates guidance memorandum and building/facilities notes gained through continual personal development, experience and continuous theoretical study to maintain competence.

Specialist knowledge and experience of safe operation and maintenance of critical engineering plant and equipment gained through operational experience and internal and external professional technical courses.

Specialist knowledge of building construction/defects, preparation of building and engineering specifications and tendering procedures.

Specialist knowledge and experience of design and project management of major and minor capital schemes.

Need to meet the travel requirements of the post to cover the geographical area of Northumbria Healthcare Foundation Trust.

Excellent interpersonal and communication skills.

Excellent motivational skills.

Willingness to act as an Authorised Person in a range of technical disciplines.

Main duties of the job

The successful post holder will be accountable for the day to day management of all directly employed and contracted Estates engineering and building tradesmen.

They will be required to participate in the Estates on-call rota and undertake essential out of hours on-call duties, as directed. The applicant will already have significant M&E Building Services experience, be able to handle conflicting priorities and have the ability to work under pressure.

They will be computer literate, have good technical knowledge and ability, with good verbal and written communication skills. They will also possess good interpersonal skills, allowing them to effectively communicate with both technical and non-technical personnel, within and beyond the organisation.

Direct line management of a multi-disciplined workforce within respective sites to prioritise workloads Undertake management, design and costing of any new and minor works/upgrades as and when required.

Detailed job description and main responsibilities

Ensure that all NHCFT premises are effectively estate managed and all statutory and mandatory Estate and Health & Safety related issues are identified, prioritised and minimised within financial and physical restraints.

Develop and deliver solutions to challenges and problems through creativity and change.

Advance technology and promote advanced changes in designs to create efficient techniques, and new services to the benefit of existing staff, the General Public and patients.

Participate in and raise the profile of the Sustainability agenda identifying carbon/energy saving schemes as appropriate.

Attend current training courses in line with new technology and advances.

Work in co-operation with other heads of departments, professionals and contract supervisors to lead and drive forward the modernisation of clean working practices within the hospital environment, during the course of construction, maintenance and breakdown of building services, therefore reducing risk to employees general public and patients alike.

The management of own and client budgets ensuring that these are kept within financial restraints.

Management and design of minor works. Direct line management of multi-disciplined workforce within respective sites.

Effective operation and testing of life/business critical engineering services ensuring that all existing and emergency support services run to maximum efficiency.

Ensure that all internal and external building fabric and decoration is in a sound condition and maintains relevant published quality condition standards.

Monitor quality of contracted out services within NHCFT and external clients/agencies, ensuring performance and value for money is obtained throughout.

Participate in the coordinating of health and safety management across the Trust.

Implement procedures to ensure compliance with the Trust's policies, procedures and Standing Financial Instructions.

To monitor energy, identify areas of excessive usage, and produce action plans to reduce consumptions.

Drive forward the Sustainability agenda ensuring that principles are firmly embedded and implemented/adopted by staff and clients.

  • Degree or equivalent qualification and/or proof of equivalent relevant experience in an engineering or building related discipline.

Experience

  • Extensive specialist knowledge and experience of working in an acute hospital environment within Estate and Property Services Management plus ongoing educational short courses.
