Policy Adviser – Cyber Pursue and Prevent - Cyber Policy Unit (CPU)

Homeland Security Group’s (HSG) mission is to reduce homeland security risks to the UK’s people, prosperity and freedoms. This includes risks from terrorism, state threats, economic crime and cyber-crime. We provide systems leadership across government and deliver strategic initiatives, working closely with operational partners, the Intelligence Agencies and other external organisations to protect the UK.
The Cyber Policy Unit (CPU)’s mission is to reduce cybercrime and protect the UK from high harm cyber threats. Against a backdrop of an increasingly digital and online world, CPU works at the cutting edge of national security and law enforcement policy.This fast-paced policy area is influenced by geopolitical events, new technology and innovation by organised criminals. In an environment of rising cybercrime and high-profile state threat cyber incidents, CPU works with a wide range of stakeholders to deliver key components of the UK’s National Cyber Strategy.
Core CPU business areas include:
- Coordination and delivery for the whole cybercrime system, working to drive down the pernicious costs of widespread, high-volume cybercrime to UK businesses and citizens.
- Leading international action to counter cyber threats, including at the United Nations, with 5-eyes partners or in other multilateral policy settings.
- Legislative lead for the Computer Misuse Act – the foundational act which prohibits hacking – whilst working on innovative regulatory and legislative options for new and emerging cyber risks.
This post will offer a rewarding set of challenges to help develop and implement policy relating to the pursuit of cyber criminals and early intervention policy to deter cybercrime.
It will involve assisting the team with the development and delivery of proposals to reduce cybercrime, while working closely with colleagues responsible for wider crime types to ensure maximum impact. It will also involve building a performance-based approach to policy and include engagement with law enforcement and Whitehall departments to progress issues.The team is going through a period of change, and this role will provide a great opportunity for the postholder to shape their own role.
Policy Adviser, Cyber Pursue and Prevent
CPU is the coordination and delivery unit for the whole cybercrime system, including law enforcement and the agencies.
Working Pattern
Due to the business requirements of this role, it is available on a full-time basis with the option of compressed hours working.
Security Checks
Successful candidates must meet the security requirements before they can be appointed. The level of security needed is Security Clearance. The successful candidate must either already hold or be willing to undergo Developed Vetting (DV) security clearance whilst in post.
Key responsibilities within the role include:
- Engagement with law enforcement, other government departments, and intelligence agencies to improve impact and crime reduction outcomes.
- Development and implementation of policy to reform law enforcement cybercrime capability, including taking forward policy development following a recent evaluation of the Cyber Pursue network.
- Work with Counter-Terrorism colleagues and law enforcement to design and implement policies and programmes that intend to reduce the opportunities to conduct cybercrime (Cyber Prevent).
- Work with the CPU Programme team to assist with performance management of Cyber Pursue and Prevent projects to ensure law enforcement delivery of projects is delivered to time and budget. This will involve collating lessons learned from previous projects.
- Assist in strategy development, delivery and performance monitoring relating to Cyber Pursue and Prevent.
