We have an exciting opportunity for a highly skilled, experienced and passionate Deputy Director of Community Health and Social Care Operations working across Norfolk Community Health and Care and Norfolk County Council. You will be instrumental in shaping the future of how health and care community services work together.
This is a key leadership role at a critical time for both organisations as we look to drive real change for people and communities to meet the challenges across health and care delivery in Norfolk.
We are seeking an individual who is committed to drive improvements in services and performance across the integrated health and care agenda. We are seeking someone with the ability to lead improvement, and transform delivery by working with people, and able to show the impact it is making.
Main duties of the job
You will be responsible for day-to-day operations of both NCH&C and NCC, ensuring high performance and confident delivery of services, through the effective use of all human and financial resources in order to deliver on the agreed strategic goals.You will lead on performance management and improvement across organisations and responsibility for developing and delivering co-ordinated and integrated improvement plans.
You will lead the transformation and planning of integration across Norfolk for Health and Social Care. Developing processes and systems, identifying new approaches to create high performing services and deliver efficiency savings. A clear focus on engaging with senior leaders and communities and demonstrating learning in practice.Ensuring robust quality assurance and performance measures, data collection and reporting systems are in place, including for contract management, to deliver statutory requirements, management strategy and performance improvement.

Detailed job description and main responsibilities
The post holder will ensure the approach to service delivery is value led and underpinned by the philosophy of Continual Quality Improvement. You will be required to deputise for the Director of Community Health & Social Care Operations as required across all health and social care portfolios and to take line management responsibility for some operational portfolios, responsibility for hospital discharge and interface services, performance across both organisations and Operational Resilience.You will also be required to participate in the Trust’s senior manager on call rota.

Qualifications
Essential criteria- A degree level qualification
- Evidence of post graduate study to Master’s degree level or equivalent ability as evidenced by experience of working at a high level of qualitative and quantitative analysis, conceptual and practical thinking
- Relevant management development qualification
Experience
Essential criteria- Significant experience of working in an integrated structure, across organisational boundaries in a highly political environment.
- Detailed understanding of current national and local agendas across health and social care including the Care act and charging reform
- Significant experience at a senior level of delivering service improvements and change
- An experienced people manager with the ability to effectively lead, motivate, involve and empower staff at a range of different levels, achieving a high performing team
- Experience of developing and delivering effective performance measures and a performance culture that achieves objectives and drives up standards and performance
- Experience of successfully leading competitive dialogue negotiations.
- Experience of implementing and managing significant transformational change effectively at a senior level
- Evidence of having developed effective relationships across organisational and professional boundaries, and using these to influence and bring about improvements for service users
- Experience of facilitating cross-organisational problem solving, developing new ways of working and bringing about cultural or service change
- Experience of working constructively in a political environment.
- Experience of identifying and responding effectively to emerging issues and recommending appropriate action at board level
- Recognised as having an impact across organisational boundaries when delivering integrated care
Skills, Abilities and Knowledge
Essential criteria- A strong conceptual thinker with evidence of the ability to use best external and professional practice and apply it to the organisation’s circumstances
- Significant understanding of financial management to support contractual negotiations, the development of cost improvement plans and the development and costing of new services
- Relevant and recent experience of implementing and managing staff through large sale change, with an understanding of appropriate employment law such as managing redundancy and TUPE
- Ability to analyse highly complex data and information, and develop solutions to meet organisational needs and efficiency targets
- Ability to be objective and professional under pressure
- Ability to develop practical and creative solutions to the management of strategic issues
- Ability to achieve impact and influence with evidence of clear and concise written and oral skills, and the ability to convey information in an accessible manner
- A strong integrity and commitment to honesty and openness, treating people fairly, consistently and with respect
- Ability to think, proactively plan and act strategically to deliver realistic co-ordinated programmes in accordance with organisational objectives and priorities
