The Insolvency Service is a leading Government agency which plays a crucial role in providing essential services to the public and to business. The work we do is important to the proper functioning of markets, the economy in general and support for thousands of people each year who are in financial difficulty.

Working closely with the Chief Executive/Accounting Officer and senior leaders, the Corporate Governance Team is responsible for ensuring the Agency demonstrates best practice and complies with the standards set for corporate governance across government.

It oversees the whole of the Agency’s compliance in this regard, its effective management of risks, its appropriate response to potential fraud and error, and its overall stewardship of public funds. It delivers excellence in Corporate Governance, risk management and Counter Fraud across the Insolvency Service.

The Corporate Governance Team works with a wide variety of Insolvency Service teams and leads on the proactive management of strategic risks and challenges directly facing the organisation.

As the Corporate Governance Counter Fraud Lead, you will help protect the Insolvency Service against fraud by analysing and evaluating data from various designated sources to ensure appropriate controls are in place to defend against potential fraud or illegality.

This will include the promotion and delivery of the counter fraud strategy and functional standards; leading on the ongoing development of counter fraud policy; and conducting high profile complex assurance audits within the Insolvency Service.

Establishing good relationships is paramount in this role, which will require internal collaboration with senior leaders, and external engagement with government stakeholders and Government Internal Audit Agency (GIAA).

Responsibilities

The successful candidate will have the following responsibilities:

Specific Responsibilities
  • lead on counter-fraud and error maturity across the agency through the management of Counter Fraud Strategy, Policy, and Action Plan
  • lead on the interpretation and delivery of the counter fraud Functional Standard, applying different, but appropriate approaches and methodologies
  • lead on the delivery of fraud risk assessments across the agency, providing assistance in identifying and mitigating fraud risks in key internal business processes
  • lead on embedding counter fraud data analytics, fraud measurement exercises, and reporting obligations in relation to internal fraud or suspected fraudulent incidents
  • lead on the compliance with Managing Public Money in respect to fraud and error, and losses to improve the agency’s internal controls and capability.
  • actively maintain knowledge and awareness of the counter fraud landscape
  • line manage 1 or 2 junior colleagues in the team
General Responsibilities
  • lead on high profile and complex audit reviews, to a high standard, conducting thorough enquiries and producing clear and focused recommendations and accurate findings in report form and verbally to management and the Executive
  • undertake deep dives, as directed, and requested by the Executive and the Audit and Risk Assurance Committe (ARAC)
  • relationship building with members of the executive and their staff who are under their scrutiny
  • lead on, and work collaboratively (professionally) in, team intensive activities
  • provide expert advice and guidance on legal aspects of corporate governance and preparing the Agency annual governance statement(s) and governance components of the Agency’s annual report
  • actively maintain knowledge and awareness of technical and legal developments in public sector governance
  • understand, and demonstrate the application, of the investigative approaches to solicit information, probing, inference etc
  • contribute to and participate in training and development activities to support the continuing professional development of Corporate Governance Officers and support staff
  • actively participate in Corporate Governance Team meetings, activities, and development
