Policy and Governance Manager

HAYS are delighted to be working exclusively with Birmingham City Council to recruit an interim Policy and Governance Manager to lead and drive forward commissioning, procurement, contract management, commercial change, and policy improvement throughout the Council.

This role is crucial in achieving agreed outcomes and better value for money, supporting the delivery of Council objectives and the corporate procurement strategy.

This role is paying between £500-£600 per day, inside IR35, and the successful candidate will be office based two days per week.

The key responsibilities of this role are:

  • Lead and manage specific projects, initiatives, and tasks to support the Council's objectives and corporate procurement strategy.
  • Develop and implement commercial policy and governance to optimise performance in terms of cost, quality, delivery, compliance, and responsiveness.
  • Deputise for the Head of Policy and Governance on complex or high-risk issues.
  • Develop and implement a proportional commercial governance framework, including policy, procedures, and strategies.
  • Apply strategic project management tools, research, and analysis to deliver projects supporting Council objectives.
  • Contribute to the development and delivery of business plans, strategies, policies, and procedures.
  • Ensure best practice and innovation in procurement and contract management.
  • Drive effective relationships with internal and external stakeholders to enable savings while meeting public accountability and professional ethics.
  • Identify opportunities to support and develop the local economy.
  • Stay informed on industry advancements and lead the adoption of project standards, governance, and procurement rules.
  • Ensure contracts are tendered, managed, delivered, and renewed in accordance with Council policies and relevant directives.
  • Collaborate with other business units and supervise Policy and Governance Officers and Assistants on projects.
  • Manage the maintenance and administration of procurement systems and frameworks.
  • Provide effective leadership and management of team resources.

In order to be successful in this role, you will have:

  • Professional qualification (e.g., CIPS Level 6) or equivalent commercial qualification/experience.
  • Proven experience of managing and leading diverse teams.
  • Experience in strategic project management and policy implementation.
  • Strong knowledge of public sector procurement rules, and contract law and governance.
  • Background in Local Government.
  • Excellent interpersonal, communication, and leadership skills.
  • Strong experience working with e-procurement systems (e.g. InTend).
