Job overview

South East London Operational Delivery Networks (ODN) exist to improve care across a regional basis for patients within their scope of practice. This role has leadership and management responsibility for the South East Network. The Network manager will work closely with the Network Clinical Leads (overseen by the Medical Director, NHSE Specialised Commissioning – SEL,), Network Chairs, AHPs and key individuals at the Trusts within the Network to develop and sustain efficient, effective and high-quality services capable of meeting all statutory, regulatory and NHS requirements.

This role provides an excellent opportunity to gain experience within a busy Hepatitis programme and ODN team working alongside clinicians who specialise in Viral Hepatitis and Hepatology. With a variety of exciting project plans that you will initiate and lead, gaining in depth knowledge of what it’s like to be a Network manager.

This varied and interesting role will involve line management duties, project management and exposure to budgets and finance within the NHS. This post will also build, manage and maintain strong and collaborative working relationships with a range of stakeholders across South East London.

Detailed job description and main responsibilities

The post holder will be responsible for the effective development and implementation of the HCV Operational Delivery Networks (ODN) hosted by King’s and associated partners and Network specialist drug prescribing. They will need to ensure the timely production, implementation and evaluation of a viable and effective HCV service plan and strategy and take a lead in the development of bids, business cases and service developments, to secure associated funding

On a day-to-day basis the post holder will be responsible for ensuring that HCV services are delivered within available resources to specified volumes and quality standards. They will also be responsible for performance and financial management across the ODNs ensuring that resources are used in the most efficient and effective manner.

The post-holder will lead a team of staff across South East London with a focus on managing service delivery and will demonstrate strong leadership skills when managing relationships across and within ODN’s and NHS England & Improvement commissioning partners.

The post holder will be responsible for the effective development and implementation of the HCV Operational Delivery Networks (ODN) hosted by King’s College Hospital and associated partners, as well as the oversight of specialist drug prescribing within the Network.

They will ensure the production, implementation, and evaluation of a robust and effective HCV service plan and strategy. A key component of the role is leading the development of bids, business cases, and service innovations to secure the necessary funding for sustained service delivery.

The post holder will oversee key public health initiatives, including the Emergency Department (ED) opt-out testing programme for Hepatitis C (HCV) and Hepatitis B (HBV), ensuring effective linkage to care for diagnosed patients. They will also manage the implementation and improvement of the HBV care pathway, working collaboratively with clinical teams and stakeholders to optimise patient outcomes.

Additionally, the role includes oversight of the 0.2 WTE Community Liver Health Checks (CLHC) programme and early cancer diagnosis initiatives, ensuring these projects are aligned with broader public health goals and effectively reach at-risk populations.

On a day-to-day basis, the post holder will manage the delivery of HCV services, ensuring they are provided within the available resources and meet specified performance and quality standards. They will also have a critical role in performance and financial management across the ODNs, ensuring that resources are allocated and utilised efficiently and effectively

The post holder will lead a multidisciplinary team across South East London, with a primary focus on managing service delivery. This role requires strong leadership and relationship management skills to navigate complex partnerships within ODNs and NHS England & Improvement commissioning teams, fostering collaboration to achieve shared objectives.

Person specification

Essential and desirable

Essential criteria
  • Experience at a senior level in a complex organisation
  • Minimum of degree level with either an Masters degree or equivalent experience
  • Previous role in service improvement or operational service experience equal to service manager level
Desirable criteria
  • Recognised project qualification or equivalent experience e.g. PRINCE 2, PMI or MSP Experience at a senior level in a complex organisation
  • Qualification in 6 sigma/lean methodologies or equivalent to at least Green Belt experience
  • Experience of providing high-level performance and business advice in a complex multi-disciplinary environment including at Board level
