Job overview

This post is a Fixed Term/ Secondment until 01/09/2026 . If you are a Hywel Dda University Health Board employee and are applying for this post as a secondment, agreement for the secondment is needed from your current manager prior to application.

The Organisation Development (OD) Department plays a prominent role in supporting and enabling the delivery of the Workforce, Organisational Development and Education Strategy 2020-2030.

You will join an OD team that is friendly, supportive, creative and dynamic, who are passionate and committed to making a difference to our leaders, their teams and the organisation through leadership development programmes, Talent Management, Succession Planning and Coaching.

We are looking for a warm, friendly and vibrant person with excellent interpersonal skills, strong organisation abilities and advanced digital proficiency. Someone with great listening skills, understands the importance of good senior leadership talent acquisition and one who is dedicated to identifying and developing our future leaders.

Driving improvements across our Health Board to better spot and nurture talent, you will engage with staff in a wide range of settings, using your skills and experience to recognise and define needs creating a healthy pipeline of talent and supporting us to build a first class organisation.

Hywel Dda University Health Board plans and provides NHS

healthcare services for people living in Carmarthenshire, Ceredigion, Pembrokeshire, and bordering counties.

We have over 13,000 staff and together we provide primary, community, in-hospital, mental health and learning disabilities

services.

We work in partnership with the three local authorities, as well as
public, private and third sector colleagues, including our valued

team of volunteers.

Our services are provided in:

  • Four main hospitals: Bronglais Hospital in Aberystwyth;
Glangwili Hospital in Carmarthen; Prince Philip Hospital in
Llanelli; and Withybush Hospital in Haverfordwest
  • Five community hospitals: Amman Valley and Llandovery
hospitals in Carmarthenshire; Tregaron Hospital in
Ceredigion; and Tenby and South Pembrokeshire hospitals in
Pembrokeshire
  • Two integrated care centres: Aberaeron and Cardigan in
Ceredigion, and several other community settings
  • 47 general practices (six of which are health board managed
practices); dental practices (including four orthodontic); 97
community pharmacies; 43 general ophthalmic practices; and 8 ophthalmic domiciliary providers
  • Numerous mental health and learning disabilities services

Qualifications and Knowledge

Essential criteria
  • Master’s level education or demonstrable equivalent experience
  • Qualified to degree level or equivalent knowledge & experience or training
  • Knowledge of OD Tools and Techniques and activities
  • Accredited Coaching Qualification at level 5 or willing to work towards
  • Evidence of ongoing professional development at master’s level
  • Track record of implementing TM&SP initiatives in a large multi-profession organisation e.g. assessments centres and psychometrics
  • Excellent digital skills including use of Office 365 applications and knowledge of high level data extraction and analysis using relevant and available technology
Desirable criteria
  • 360 feedback facilitation
  • CIPD
  • Experience of working in an OD environment
  • Member of professional W/F & OD body CIPD or equivalent

Experience

Essential criteria
  • Extensive previous experience of working in the NHS/public service in a busy, complex environment with sensitive and confidential information
  • Developing systems and processes to appropriately collect, store and utilise information to support talent pipelines and individual development needs
  • Previous experience of providing leadership and operational management of responsible portfolio
  • Experience of sourcing, tendering and commissioning of organisational development programmes via procurement process/contracts
  • Experience in delivering innovative solutions for organisational improvement
  • Experience of collaborative working across a range of partners
Desirable criteria
  • Proven experience in talent management, leadership development service
  • Action Learning Facilitation
  • Programme management
  • NHS experience
