We are looking for experienced Programme and Project Managers with a record of successful delivery in varied and complex environments. Excellent stakeholder engagement and management skills are a must.

Main duties of the job- Responsible for the delivery of programmes and projects on behalf of the business in accordance with the NHSBSA frameworks.
- Building and leading programme and project teams.
- Work collaboratively with internal and external stakeholders to achieve programme outcomes, and project outputs.
- Ensuring budget is agreed and controlling expenditure against deliverables.
- Responsible for the management of risks and issues emerging within the programme and project environment.

Detailed job description and main responsibilities
In this role, you are accountable for
Programme and Project Delivery:- Stand up and deliver the programme / project in line with the NHSBSA Programme and Project Management Frameworks, and both internal and external assurance requirements, such as IPA standards as appropriate.
- Create and lead the programme / project to deliver the agreed outcomes within time, cost and quality constraints.
- Day to day management and leadership of the programme / project and the team.
- Provide effective leadership and management controls.
- Set programme / project controls.
- Design the programme / project structure and organisation appropriate to stage.
- Set appropriate delivery methodologies.
- Manage effective transition between programme tranches / project phases.
- Leading reviews to ensure that lessons learnt are incorporated into future development by carrying out programme tranche evaluations, and the assessment of results.
- Provide delivery interventions for projects reporting low delivery confidence, or projects being managed by more junior members of the team as required.
- Delivery and clearance of a cohesive programme / project Business Case including drafting as required, and securing collaborative input from subject matter experts.
- Develop the budget and track delivery within budget.
- Ensure all expenditure is governed in accordance with NHSBSA Standing Financial Instructions and DHSC / Cabinet Office spend controls.
- Secures resources and directs planning scheduling, resourcing and estimating for large scale programmes.
- Identify skill requirements; and deploy and develop resources. Manage medium sized programme / project team.
- Delivery of the agreed Business Case scope in line with defined time, cost, and quality criteria to enable the realisation of benefits in post project Benefit Realisation.
- Ensure appropriate Benefits Realisation Strategy is in place to enable longer term delivery of benefits against the Business Case.
- Ensure realisation of programme benefits for customers through planning and designing and ensure that project outputs meet programme requirements.
- Identify and manage stakeholder relationships and highlight need for senior level support.
- Manage internal and external relationships as appropriate.
- Identify and monitor project risks and issues. Develop mitigating actions and escalate as appropriate. Identify and work with related projects to manage interdependencies.
- Oversee programme risk and issue management. Ensures mitigations are in place and resolved through negotiated agreement.
- Leading risk management within programme / project teams in accordance with NHSBSA Corporate Risk Management Framework.
- Maintain overall integrity and coherence of programme and governance framework to support each project. Plan programme assurance activities.
- Support effective project governance and decision making. Provide reporting and engage in mechanisms that hold you, as Project Manager, to account for delivery.
- Engage with project assurance reviews and support action on recommendations. Organise assurance processes such as gateway reviews, as required.
- Lead projects through external assurance reviews, such as IPA gateway reviews.
- Manage progress and delivery confidence reporting in line with internal NHSBSA reporting cycles.
- Define Change Management approach with programme team to provide consistent change management approach within programme and project activities.
- Ensure effective Change Management processes are in place to agree and document changes to deliverables as agreed with stakeholders.
- Work with project leads and business as usual to ensure programme dependencies are actively managed, act as an arbiter and enforcer and resolve issues between the various elements of the programme.
- Cascade programme vision and translate into delivery objectives for the team.
- Lead the programme to deliver the business case benefits and outcomes.
- Provide support, guidance, direction and coaching to team and more broadly across departmental profession.

Person specification
Personal Qualities, Knowledge and Skills
Essential criteria- Strong stakeholder management and communication skills
- Ability to build effective relationships with, and influence, senior stakeholders
- Resilient and determined, with strong negotiation skills and ability to constructively challenge
- Ability to communicate sensitive or contentious information appropriately
- An awareness of the NHSBSA’s strategy, business plans and major programmes of work
- Knowledge of Government Functional Standards for Project Management GovS002
- Specialist subject knowledge relevant to project profession
- Evidence of continued professional development
Experience
Essential criteria- Significant experience and track record in successful definition and delivery of programmes and projects using recognised delivery framework, (e.g., Managing Successful Programmes – MSP, Prince2)
- Significant experience of senior stakeholder engagement and management
- Demonstrable experience in team leadership and managing virtual teams
- Experience of budgetary management and reporting
- Implementing external assurance standards within a programme / project environment (e.g., IPA)
- Specialist experience relevant to programme and project profession (e.g., IPA accredited assurance reviewer)
Qualifications
Essential criteria- Programme management practitioner qualification (e.g., MSP), and project management practitioner qualification (e.g., Prince2).
- Degree or relevant management qualification, or significant work-based experience in a middle / senior management role
- Programme and Project Delivery specialism - e.g. Risk Management (e.g. MoR), Agile PM, o Change Management (e.g., Prosci Change Management Practitioner)
- Relevant post-graduate qualification
- Further education/Training Course certification(s) in change management discipline
