An exciting opportunity has arisen for a Workforce Policy and Governance Advisor to support the Workforce Policy and Governance Lead in ensuring the development, implementation, and maintenance of effective workforce policies and governance systems across the People and Culture Directorate.

Main duties of the job
The Workforce Policy and Governance Advisor will support the Workforce Policy and Governance Lead to implement effective and appropriate workforce policies and systems of work, ensuring that high quality, compliant, expert advice and support is available to the People and Culture Directorate and Trust.
The post holder will be responsible for providing expert advice and guidance to ensure that legislative and regulatory compliance requirements are met as they relate to the workforce and workforce policy and practice.
The role encompasses implementing and delivering a range of workforce policy and governance activities (such as committee reporting, drafting FOI request responses, workforce policy management and coordination, risk management, audit reporting, communication updates and training) in order to ensure that the Trust is compliant with its governance, statutory and regulatory responsibilities.
The post holder will line manage a Corporate Business Support Assistant, fostering a collaborative and supportive working environment.
The ability to speak Welsh is desirable for this post; English and/or Welsh speakers are equally welcome to apply.

Qualifications and Knowledge
Essential criteria- Educated to degree level in a professional related subject or equivalent level of practical experience within Human Resources.
- Post graduate qualification in Human Resources Management or other relevant discipline
- Member of the Chartered Institute of Personnel and Development (CIPD).
- Understands employment policy and procedures and how employment law is applied in the workplace.
- Chartered Member of the CIPD or eligible to apply.
- Knowledge of Welsh Government Policy and Directives relating to Health.
- Awareness of strategic UK/NHS Wales issues and wider political and social drivers that influence service delivery within the NHS.
- Knowledge / formal training in Agenda for Change job matching / evaluation.
- Knowledge of NHS Terms and Conditions (Agenda for Change).
- Knowledge of NHS Electronic Staff Record (ESR) system.
Experience
Essential criteria- Experience of working in a generalist Human Resources role and managing a diverse and complex workload.
- Information Management and Technology experience, with proficiency in IT software such as MS Office (Excel, Word, PowerPoint, MS Teams and email).
- Experience of working with workforce policies and procedures.
- Experience of dealing with confidential and sensitive data and appropriate maintenance and storage of records.
- Delivery of Human Resources Policy training sessions.
- Experience of line management.
- Experience of working with or within a unionised environment and building successful partnerships.
- Experience of working on corporate workforce projects.
- Experience of drafting briefing papers, reports, and communications plans.
