Who we are

Network Rail High Speed Ltd. (NRHS) is responsible for operating and maintaining the UKs only international high-speed railway (HS1) owned by London St. Pancras Highspeed.

We are the infrastructure manager for the HS1 network, operating under its own safety authorisation, whilst being a wholly owned subsidiary of NRIL

The 109km London St. Pancras Highspeed infrastructure consists of a diverse range of railway assets such as the track, signalling, overhead line, lineside buildings, depots, viaducts and long tunnels. NRHS is also responsible for operating and maintaining three international stations; St Pancras, Stratford and Ebbsfleet International.

As a wholly owned subsidiary of Network Rail Infrastructure Ltd, NRHS is privately financed under an agreement with our client London St. Pancras Highspeed, undertaking a diverse range of activities from railway infrastructure maintenance and operations - through to station facilities management and retail on behalf of our client.

Brief Description

The role

We have a secondment/fixed term opportunity for 12 months for a Health & Safety Management System Specialist.

Job purpose

Following the direction of the Engineering & Safety Director Organisation, provide technical input to the continual development and refinement of health, safety and wellbeing policies and processes so that the necessary elements of Network Rail High Speeds health and safety strategies can be delivered.

Maintain Network Rail High Speeds Health & Safety Management System and manage the Safety Validation process on behalf of the business.

Key accountabilities
  • Act as the subject matter expert on risk control for health and safety, the Health & Safety Management System and safety validation, supporting the Health, Safety & Environment team providing subject matter expertise to the ORR, DfT and other UK and European bodies.
  • Lead the development of specific risk control guidance to support the health and safety strategies and deliver programmes in the Integrated Plan to improve risk control.
  • Act as a competent person for the closure of accepted recommendations related to health and safety risk control.
  • Coordinate the Health, Safety & Environment team in the production and improvement of risk controls to deliver a consistent approach and give due consideration to all elements of risk, providing specialist advise on Network Rail High Speed Health & Safety Management System.
  • Develop and maintain comprehensive management systems for health and safety that comply with relevant legislation and standards and meet the requirements of ROGS, maintaining Network Rail High Speeds Safety Authorisation.
  • Provide specialist advice to the Health, Safety & Environment team on risk control methodology and direct the updates to databases and systems used by the business when creating safe systems of work, task risk controls sheets or similar.
  • Provide advice and guidance to the Chief Health & Safety Officers team and the wider business, on updates or changes in legislation (including European legislation), guidance or best practice that could affect current means of Control, guidance or standards for health and safety and undertake horizon scanning for future changes and developments, and future risks and opportunities for health, safety and wellbeing.
  • Chair the safety validation panels and manage the process for validating the safety impact of organisation change, including the effective scrutiny of rail industry partners ROGS safety certification / safety authorisation to manage cross-industry co-operation and control interface risks.
  • Identify risk assessments and minimum controls for key risks associated with network rail functions, including construction, property management, depots, logistics and similar.
  • Manage the review of the extent to which Network Rail High Speeds management systems are successful in effectively supporting the achievement of Network Rail High Speeds strategic objectives, working with internal and external stakeholders as necessary.

About the role (External)

The person

Essential criteria
  • Must be a member of the Institute of Occupational Health and safety (IOSH) at Technical (TechIOSH) level or above
  • Understanding of the role of bowties in identifying risk controls
  • Understanding of CSM and experience in developing and maintaining a Health & Safety Management System
  • Experience of participating in or arranging Safety Validation panels or similar
  • Experience of working within a railway, construction or similar environment
Desirable criteria
  • Degree in Health, Safety or Risk related subject

46,701 - 55,411 Plus inner London allowance (3,270)
