Job overview

We are looking for a highly experienced lead for the day to day operation of the technical and operational services delivered to Trust staff and patients across all our acute hospital sites, community and satellite sites. Through this role the Deputy Director will lead on all customer service facing functions and manage the teams delivering the services of the department.

In addition the Deputy Director will deputise for the ICT Director when needed.

The Deputy Director’s team delivers clinical, business and technology services to clinicians and staff to enable the most efficient, effective and safe patient care to be delivered, in the following areas:

  • Infrastructure Services including network, physical infrastructure and telephony
  • Service Management and Service Desk
  • IT Services including End User Technology, Non-clinical Applications Management and AV/VC services
  • Information Security and Risk.

The team also manages key relationships with external organisations who operate as strategic partners who support service delivery and quality.

Main duties of the job

Key aspects of the role will be to:

  • Engage pro-actively with stakeholders.
  • Ensure effective IT service management and supplier management.
  • Provide assurance that IT services are secure and compliant with relevant legislation.
  • Drive reform and support organisational change, innovation and excellence.
  • Support the Trust’s long- and short-term strategic intentions by developing the infrastructure and capacity.
  • Provide expertise of best practice methodologies, regulatory requirement, and policies.
  • Imperatives, innovation and technological developments.
  • Manage key risks.
  • Ensure good financial management, including service recharging where appropriate.
  • Asset management and budget management.
  • Manage all of the departments within the IT service.

The Deputy Director of IT is responsible for not only delivering IT systems, but also planning and leading related change programmes to enable service transformation, thus maximising the benefits from investment and improving healthcare.

The Deputy Director will work with the director in leading, directing and managing the development and delivery of local IT strategies, programmes and services. He/she will also contribute to regional and national strategies, programmes, and service management, taking a leading role where appropriate.

Detailed job description and main responsibilities

Targets and Performance
  • To be responsible for the day to day operations of ICT across the trust
  • To manage the ICT, Systems and Customer service teams and their delivery KPIs and SLAs
  • Ensure that information systems support the strategic direction of the Trust and the local health economy and that these systems are modern, integrated and cost effective
  • Work with the Director of ICT, and other Senior IT Managers and senior members of the Trust to ensure that the Trust delivers against its ICT Strategy and the National Programme for IT Strategy (and other national IM&T targets as announced.)
  • Work closely with colleagues in the health sector, importantly with King’s Healthcare Partners, the local community and University Hospital Lewisham to ensure that resources and benefits are maximised.
  • Oversee the maintenance and implementation of maintenance of the IT Strategy with particular emphasis on ensuring that benefits of new (and existing systems) are clearly identified, owned and realised by staff within the Trust.
  • Manage the ICT, systems and customer service desk teams
  • Ensure that the activities of the ICT, systems and customer service desk teams are properly coordinated and that resources are adequately identified and managed.
  • Manage the ICT operations budget and work with other IT senior managers to ensure that the ICT department meets its financial and business planning responsibilities.
  • Promote and improve the high quality service that the ICT department aims to deliver Have significant input into the Trust’s ICT strategic direction, especially in the areas of interoperability and ICT system solutions.
  • Advise and recommend tactical solutions to meet the Trust’s strategic ICT direction
  • Liaise with Chief Clinical Information officer to design and implement systems which promote effective and safe patient care. Establish meaningful working relationships at all levels with Trust staff.
  • Manage relationships with Trusts’ IT suppliers and contractors, and ensure that IT application/solution contracts represent value for money when compared to the prevailing market rates.
  • Work with other senior IT staff to ensure the development of the IT department and the services it offers
  • Deputise for the ICT Director at internal and external meetings/events when the ICT Director is unavailable
  • Provide an escalation path to deal with ICT issues, fitting at the level of escalation before the ICT Director.
  • Ensure that the Trust is meeting its obligations with regard to Data Protection and Information security.
Communication
  • Ensure Trust staff are kept informed of progress, pre-empting their request for feedback and consulting with then on queries in a prompt and professional manner
  • Ensure SLAs are respected and complied with
  • To promote a friendly, positive and efficient ethos within the team
  • To engage with all stakeholders on the project plans and ensure that all stakeholders are kept informed of progress
  • Act as an expert on Inter-operability at a National and local level.
  • Represent the trust on National bodies making sure the Trust’s requirements and priorities are reflected in National strategy and Standards development
Financial and Resource Management
  • To forecast any budgetary deviations and implement action plans for financial recovery where necessary
  • Ensure that the ICT systems supporting the Trust ICT strategy are delivered on time and within budget
  • To maximise the use of existing resources and identify income generation, cost improvements and contribute to the business planning process
  • To implement appropriate budgetary/resource controls so as to ensure efficient use of budgets
  • To ensure that the Trust’s Standing Financial Instructions are adhered to
  • To liaise with the Procurement department for purchasing
  • To be responsible for any equipment maintenance contracts as appropriate
  • To ensure the monthly financial reports are checked and errors are amended (where necessary) in a timely manner
  • To produce reports on financial, contractual and performance as necessary
Governance
  • To deputise for the ICT Director as needed
  • To fully understand the principles guiding the Governance agenda for the Trust and translate these principles into action within the ICT department.
  • To be responsible for implementing effective systems, control processes and risk management arrangements in line with the clinical and corporate governance strategy for the Trust.
  • To support the monitoring of compliance with internal and external governance and best practice requirements
  • To support the Trust’s systems of incident reporting and education of staff following incidents and adverse events and to promote a culture of incident reporting supporting staff in the reporting and learning from incidents

People Management and Performance
  • Lead, coach and manage the performance of the team in line with good people management practices. Ensuring excellence is recognised and underperformance is addressed.
  • Participate in regular performance appraisal meetings and ensure each member of the team has a clear set of objectives and development plans.
  • Ensure the team is compliance with all statutory, mandatory training together with any professional training requirements, ensuring they are up to date and fully compliant.
  • Manage team absences including sickness in line with Trust policy ensuring the appropriate return to work meetings occur, e-roster is updated and productivity is at keep to the highest possible level.
  • Identify and fill any vacancies that arise within the team in line with the Trust’s recruitment policy and process.
  • Identify talent and support the internal talent management process in order attract and retain and succession plan for your people.
  • Review skills mix at regular intervals in order to identify any potential opportunities to maximise resource utilisation / allocation, ensuring job descriptions are kept up to date.
  • Ensure overall wellbeing of the team is maintained. Continuously support in improving the morale of the team and implementing a culture of zero-tolerance for bullying and harassment.

Person specification

Education and Qualifications

Essential criteria
  • Educated to Masters level or equivalent (must be able to demonstrate ability to have the capacity/experience to take on an operational management role through equivalent knowledge and experience)
  • Evidence of continuous professional development
  • Qualified PRINCE2 practitioner
Desirable criteria
  • At least five years’ experience managing a wide range of IT projects within the NHS

Knowledge and Experience

Essential criteria
  • At least three years experience managing a range of projects within a large organisation, preferable with a service focused role.
  • Experience of the negotiation and management of high value hardware, software, and service contracts with major suppliers, with experience of OJEC and POISE procurements
