What is the purpose of this job?

As the rail industry enters a period of reform over the coming years a key focus will be to ensure that customers are put first, with reform of fares, ticketing and retail. As part of this reform, developments within London such as the expansion of Contactless travel on Train Operating Companies (TOCs) routes under “Project Oval” and Barcode ticketing developments on TfL will be essential to deliver an improved customer proposition.
This role will be the first point of contact and the lead for RDG in engaging with change programmes in the London Area. These programmes could be instigated by DfT, TfL or RDG and will therefore require experience of dealing with a wide range of stakeholders.

This role will transition programmes through their entire life cycle from instigation to development to delivery into BAU.

As well as improving the customer proposition, the industry must also become more efficient, and this role will help deliver change programmes to assist with this goal. This role will engage with various system and methodology enhancements across RDG and TfL to facilitate improved efficiency.
It will establish the impact that these developments could have on London specifically but also consider any wider implications. The role will support the London Agreements Manager in the developing of Heads of Terms and full commercial agreements for new programmes.

The role will also make recommendations as to what changes need to be made within existing agreements and/or BAU processes for TOCs, TfL and RDG for enhancements to existing schemes.

What can I expect to do in this job?
  • For all change that impacts London and its significant revenue streams, this role will:
  • Plan what work needs to be delivered;
  • Identify when the work will be delivered and who should be involved, reviewing and managing risks;
  • Lead in co-ordinating multiple workstreams and teams;
  • Ensure the programmes are running on time and to budget, including regular reporting;
  • Deal with changes to the programmes as and when necessary; and
  • Ensure the outcomes and benefits of the projects are delivered.
  • Oversee the change programme for amendments to the methodology of allocating Outboundary Travelcard revenue (implementation of the Model for OutBoundary ITSO Smartcards (MOBIS))
  • Co-ordinate the requirements for any changes to BAU processes or Agreements for any alterations to key TfL schemes, such as 60+ Oyster and railcard acceptance
  • Support the ongoing development and implementation of Oval Phase 2, coordinating across multiple stakeholders to help ensure timely delivery of each workstream
  • Provide support to the ‘Project Oval – Deliverable 2’ workstream (D2), that will introduce railcard discounts to Contactless payment cards to/from London, ensuring alignment with broader Project Oval goals and Fares, Ticketing & Retail programme objectives by identifying what changes are required to BAU processes and Agreements or whether new ones should be created.
  • Collaborate with wider rail industry stakeholders to support Rail Reform initiatives, ensuring impacts on London revenue and customer propositions are appropriately considered
  • Support the London and wider Commercial Team in managing commercial agreements for the London Police forces
  • Support London and the wider Commercial team in developing changes to commercial agreements resulting from change programmes in London. This could include schedules to cover governance, technical requirements and responsibilities, revenue risk, settlement, fares, charging model, customer proposition.
  • Create a project/programme reporting suite for all London, Fares & Retail Team activities to be used for updating TOCs via the various RDG member governance schemes and relevant external stakeholders.
  • Coordinate the gathering, review and documenting of business requirements from all identified stakeholders (including suppliers where necessary) for the development of Business Cases and customer proposition for London centric commercial ticketing schemes.
  • Lead in developing programme timelines and changes to relevant agreements for extending barcode acceptance across the TfL estate whether through handheld devices or gateline scanning
  • Support the London Agreements Manager in negotiations of existing commercial agreements with TfL and other stakeholders.
Requirements
  • You will be someone who has experience of project management techniques and an understanding of commercial agreements. Ideally you will have experience of working within rail and are familiar with its commercial frameworks and structure.

  • We are looking for someone with experience of working as a project manager or similar, demonstrating a strong aptitude for the role and solid relevant knowledge of the subject matter.
  • Have experience in managing multiple stakeholders both external and internal, ensuring alignment with strategic objectives.
  • Ability to build and maintain effective relationships with internal and external partners, suppliers and customers, and resolve any disputes or issues in a timely and professional manner.
  • Strong commercial acumen and analytical skills, with the ability to assess risks, opportunities and trade-offs negotiations and delivery.
  • Robust planning skills and the ability to develop and implement robust processes.
  • Excellent communication skills, liaising with all, stakeholders, Industry boards and project team members.
  • Experience of delivering complex technical projects in line with a recognised delivery lifecycle
  • Experience with project scheduling – both resource and time as well as budget and cost control
  • Experience in dealing with external resource, including third party contracts and procurement
  • Solid understanding of a project business case and ability to translate the business case into successful delivery
