Job overview
The People Development Manager for Leadership and Management will design, deliver, and oversee leadership and management development initiatives within the People Development Service of Gloucestershire Hospitals NHS Foundation Trust. The role will focus on enhancing organisational performance and people development capability through cultivating leadership that fosters talent, supports succession planning, and embeds inclusive leadership practices to drive cultural transformation and high performance.They will ensure colleagues have the support, resources, and development needed to meet expected standards and competencies, excel and inspire as a leader or manager.

Main duties of the job
The Education and People Development Service at Gloucestershire Hospitals NHS Foundation Trust (GHNHSFT) is committed to providing the trust and colleagues with relevant, up-to-date, evidence-based education, learning and development opportunities.In support of that, the People Development Manager for Leadership and Management will support the Service with the provision of leadership and management development opportunities that meet the needs of both the organisation and our staff, promoting a positive and supportive education, learning and workforce development culture.

Detailed job description and main responsibilities- Leadership and Management Development
Design, deliver, and evaluate leadership and management development programs that meet the needs of current and aspiring leaders, ensuring alignment with national frameworks such as Our Leadership Way, the NHS People Promise, and The Leadership Qualities Framework.
Establish and manage leadership and management development pathways in collaboration with education, workforce, and Trust leaders, including apprenticeships and multi-disciplinary learning opportunities.
Support the creation, delivery, and sustainability of programs in the leadership and management portfolio ensuring they are impactful and evidence based.
Promote the use of 360-degree feedback and facilitate action learning sets as part of leadership and management development initiatives.- Coaching, Mentoring, and Talent Development
Manage and enhance coaching and mentoring services across the Trust, ensuring robust CPD and supervision for in-house coaches and a community of practice.
Deliver coaching and mentoring skills training (accredited and non-accredited) to support leadership growth and succession planning.
Ensure resources, training and policy cultivate high quality appraisal conversations for people development, using compliance monitoring and perceptions in staff survey to strategically target support in the organisation.
Build career development opportunities and support talent pipelines through initiatives like apprenticeships, work experience and structured career pathways.- Innovation, Resources, and Evaluation
Introduce innovative approaches, including digital technologies, to streamline and enhance learning experiences for people development
Ensure leadership and management resources (e.g., Management Essentials Toolkit) remain current, effective, and aligned with Trust needs.
Evaluate the impact of all leadership and management development initiatives, using feedback and measurable outcomes to drive continuous improvement.- Engagement, Culture, and Collaboration
Ensure that people development is accessible and welcomes colleagues into our organisation through the oversight and delivery of Trust Induction by people development services.
Actively promote staff engagement as a driver for improved service and colleague experience, embedding a culture of collaboration and inclusion.
Foster partnerships with internal stakeholders and external organizations (e.g., ICS, NHS Leadership Academy) to align development opportunities with Trust and system-wide priorities.
Role model professional excellence by maintaining compliance with mandatory training and supporting the development of a positive and engaged workforce culture.- Management Responsibilities
Operationally manage colleagues and resources in the People Development Service collaboratively with other management staff, maintaining accurate records, communicating effectively and role modelling the Trust values.
Person specification
Education, Qualifications and Training
Essential criteria- Degree or equivalent level qualification
- Postgraduate qualification in leadership, education, organisational development, or other related field
- Certified practitioner in leadership tools
- Trained in coaching methodologies and associated with a relevant body
Knowledge and Experience
Essential criteria- Proven experience in designing, delivering, and evaluating educational interventions (i.e. leadership and management programs) within a large, complex organisation.
- Knowledge & experience of people centred development methodologies (incl. coaching, mentoring, appraisal, supervision).
- Demonstrated ability to lead educational projects and facilitate team-level interventions.
- Experience in managing resources/budgets and commissioning external training services.
Skills and Abilities
Essential criteria- Strong facilitation and communication skills, with the ability to engage diverse audiences.
- Analytical mindset, capable of interpreting data and applying insights to drive improvements.
- Ability to lead and influence without formal authority, fostering collaboration across teams.
