Introduction

The Parliamentary Security Department (PSD) is responsible for physical and personnel security across both Houses of Parliament and provides support to Members and staff when away from the Estate. Its purpose is to keep Parliament safe and open for business.

PSD sets security strategy provides expert advice and delivers an operational service. It does this in partnership with the Metropolitan Police Service (MPS) and by working closely with the Parliamentary Estates Teams, Serjeant at Arms and Black Rod's office, Restoration & Renewal teams, the Parliamentary Digital Service, and other key stakeholders.

The Role

This role sites in the Personnel Security Team within PSD. The National Protective Security Authority (NPSA) describes personnel security as 'a system of policies and procedures which seeks to manage the risk of staff and contractors exploiting their legitimate access to an organisation's assets for unauthorised purposes'.
These people are termed 'insiders'. The Security Vetting and Pass Office team is a team of around 40 who undertake various security checks to mitigate the risk to parliament of insiders, with the digitisation and/or upgrading of a number of systems currently underway to enhance protection.

The Security Vetting Systems Lead is a new role created to provide internal support and identify future development on the vetting systems including the recently digitised security vetting system and the, about to be upgraded, access control and pass issuing systems.

Some of the responsibilities for this role include:

  • Support the Data, Access and Technology Manager in maintaining a product backlog that leads to delivery of the highest value tasks
  • Develop an excellent understanding of vetting, access control and pass issuing policies and procedures to be able to provide suitable technical and developmental support.
  • Take responsibility for monitoring integrations with other systems to ensure that anomalies are identified, and partners can be engaged for an appropriate fix
  • Identify gaps and communicate development requirements of the vetting team systems, presenting complex technical information to customers, decision-makers, stakeholders and suppliers, adapting your style to influence and inform effectively at all levels.

Skills and Experience

To be successful in this role you will demonstrate:

  • Strong skills in working collaboratively across a wide range of stakeholder groups including customers, decision makers and suppliers to resolve issues, whilst upholding the principles of diversity, equality and inclusion, ensuring that everyone is, at all times, treated with dignity, courtesy and respect.
  • Able to provide excellent technical support and trouble-shooting digital systems to ensure robust, accurate and full functionality of the system.
  • Experience of identifying product gaps in digital systems and writing concise, accurate and clear requirements for system providers.
  • Experience of using a variety of extraction tools to extract data from digital systems to analyse, with a view to improving and or maintaining data integrity.
